Opdracht De gemeente Wageningen zoekt een ervaren, zelfstandige beleidsadviseur voor afgebakende dossiers binnen Wmo, Beschermd Wonen en Maatschappelijke Opvang. De adviseur analyseert actuele beleidsontwikkelingen, werkt voorstellen uit en zorgt voor besluitrijpe adviezen die bestuurlijke besluitvorming en uitvoeringskwaliteit ondersteunen. De opdracht omvat zowel inhoudelijke analyses als concrete uitvoeringsvoorstellen en overdrachtsdocumenten. De opdrachtnemer werkt in afstemming met relevante beleidsadviseurs, uitvoerende teams, inwoners en samenwerkingspartners. De inzet is geraamd op circa 32 uur per week en de exacte scope, producten en deadlines worden per dossier vooraf vastgelegd en geaccepteerd. Doel van de opdracht Het doel is het opleveren van onderbouwde beleidsadviezen en uitvoerbare voorstellen waarmee de gemeente bestuurlijke besluiten kan voorbereiden en de uitvoering van beleid kan verbeteren. De producten moeten inhoudelijk stevig, bestuurlijk bruikbaar en praktisch uitvoerbaar zijn. Per dossier worden knelpunten, oplossingsrichtingen en gevolgen voor inwoners en partners helder weergegeven. Bij behoefte wordt een conceptcollegevoorstel geleverd om besluitvorming te faciliteren. Een overdrachtsdocument beschrijft opgeleverde producten, resterende acties en risico's bij afronding. Opdracht en op te leveren resultaten - Analyse en advies over beleidsontwikkelingen: beoordeling van relevante ontwikkelingen, bestaande beleidsafspraken en uitvoeringsvraagstukken, inclusief knelpunten en oplossingsrichtingen. - Beleid en bestuurlijke adviezen: besluitrijpe adviezen met duidelijke probleemstelling, alternatievenafweging, voorgestelde maatregelen en financiële en uitvoeringsconsequenties; waar nodig een conceptcollegevoorstel. - Voorstel voor toepassing in de uitvoering: uitvoerbaar plan met acties, verantwoordelijkheden, planning en aandachtspunten voor uitvoerende teams en partners. - Overdrachtsdocument: overzicht v...
