De opdracht levert onderbouwde beleidsadviezen en uitvoerbare voorstellen op waarmee de gemeente bestuurlijke besluiten kan voorbereiden en de uitvoering van het beleid kan verbeteren. Vóór publicatie worden de concrete dossiers, het aantal op te leveren producten en de bijbehorende deadlines in de uitvraag opgenomen. Ook de voorgestelde puntentoekenning wordt vooraf bevestigd. Opdracht en op te leveren resultaten De opdrachtnemer levert voor de vooraf vastgestelde dossiers: - Analyse en advies over beleidsontwikkelingen. - Een onderbouwde beoordeling van relevante ontwikkelingen, bestaande beleidsafspraken en uitvoeringsvraagstukken. De analyse bevat knelpunten, oplossingsrichtingen en gevolgen voor inwoners, uitvoering en samenwerkingspartners. - Beleidsvoorstellen en bestuurlijke adviezen. - Besluitrijpe adviezen of beleidsvoorstellen, met een duidelijke probleemstelling, afweging van alternatieven, voorgestelde maatregelen en financiële en uitvoeringsconsequenties.
