Expert Financieel-economische expertise TSI Zuid-Holland HBO;Universitair Gemeenten, sociaal ontwikkelbedrijven en samenwerkingsverbanden staan voor complexe financieel-economische vraagstukken die samenhangen met de transitie naar een toekomstbestendige sociale infrastructuur. Het gaat onder meer om de financiële toekomstbestendigheid van sociaal ontwikkelbedrijven, regionale samenwerking, bedrijfsvoering, bekostiging, governance en de financiële consequenties van strategische keuzes. Het Programma Toekomstbestendige Sociale Infrastructuur (TSI) ondersteunt hierbij. Wanneer specialistische financieel-economische expertise nodig is die niet of onvoldoende binnen de eigen organisatie of het programma beschikbaar is, kan een maatwerkspecialist uit de maatwerkpool worden ingezet. Deze uitvraag betreft de toelating tot het expertisegebied Financieel-economische expertise binnen de maatwerkpool van het programma TSI. De maatwerkspecialist voert zelfstandig resultaatgerichte opdrachten uit. Per resultaatopdracht worden vooraf de volgende zaken vastgelegd: De maatwerkspecialist bepaalt binnen de kaders van de resultaatopdracht zelfstandig hoe de resultaten tot stand komen. De aard, omvang en doorlooptijd van de resultaatopdrachten verschillen per ondersteuningsvraag; daarom worden vooraf geen volumeafspraken gemaakt. Gedurende de looptijd van de overeenkomst kunnen meerdere afzonderlijke resultaatopdrachten binnen het expertisegebied Financieel-economische expertise worden verstrekt. De maatwerkspecialist werkt vanuit een onafhankelijke positie en draagt bij aan duurzame oplossingen voor de verdere ontwikkeling van gemeenten, sociaal ontwikkelbedrijven en samenwerkingsverbanden. Daarbij staat niet de tijdelijke inzet van capaciteit centraal, maar het realiseren van concrete resultaten die bijdragen aan de doelstellingen van het programma TSI.
