Het doel is ervoor te zorgen dat het lokale juridische kader aansluit op de gewijzigde wetgeving, de beleidsdoelstellingen van de gemeente en de uitvoeringspraktijk. Het doel van de opdracht Het inventariseren, beoordelen en actualiseren van alle gemeentelijke verordeningen die raken aan de Participatiewet, zodat deze juridisch juist, uitvoerbaar en bestuurlijk vaststelbaar zijn. Opdrachtresultaten - Inventariseren welke verordeningen, beleidsregels en nadere regels nu gelden en welke geraakt worden door de wijzigingen uit de Participatiewet in Balans. - Voert een juridische en beleidsmatige analyse uit van de noodzakelijke aanpassingen. - Brengt in beeld welke keuzes de wet aan de gemeenteraad en het college laat en welke beleidsruimte daarbij bestaat. - Stemt af met betrokken beleidsadviseur, juridische zaken, uitvoering, inkomensconsulenten, cliëntenraad (en indien nodig regionale samenwerkingspartners, bijvoorbeeld m.b.t. Wet van school naar duurzaam werk, artikel 7a). - Stelt conceptwijzigingen op voor de relevante verordeningen, inclusief toelichtingen en overgangsbepalingen. - Levert een bestuurlijk besluitvormingstraject op, inclusief: - College- en raadsvoorstel; - raadsbesluit; - aangepaste verordening(en) inclusief toelichting; - leeswijzer of was-wordt-tabel.
