Opdrachtomschrijving

De komende jaren wil de gemeente Weert 4.650 woningen realiseren en daarmee 10.000 nieuwe inwoners verwelkomen. Deze groei vraagt om scherpe keuzes binnen grondzaken, financiële regie en strategisch inzicht. We zoeken een strategisch planeconoom (24 uur per week) en een senior planeconoom (24 uur per week).

De strategisch planeconoom heeft als bijzondere extra rol:

verbinden van grondbeleid, programma's en uitvoering, adviseren over toepassing toetsingskader en Weertse werkwijze in financiële bijdragen. Alsmede het aanleveren beleidsmatige uitgangspunten en samenvattende toelichting voor de jaarrekening. Beide planeconomen spelen een sleutelrol bij deze ontwikkeling in projecten. Jij verbindt beleid, financiën en uitvoering en levert een directe bijdrage aan de uitvoering van de gebiedsvisie. Je werkt aan complexe vraagstukken rondom grondexploitaties en ruimtelijke plannen. Daarbij ben je sparringpartner voor gebiedsontwikkelaars, planeconomen, juristen, beleidsadviseurs en transactiemanagers. Je rapporteert aan de Teamleider Vastgoedbeheer & Grondzaken en spart regelmatig met de wethouder in het portefeuilleoverleg over de gang van zaken rondom gebiedsontwikkelingen. Kortom, je vervult een strategische en invloedrijke functie binnen een ambitieuze gemeente in ontwikkeling. Binnen de afdeling Ruimte, Economie & Vastgoed maak je onderdeel uit van het team Vastgoedbeheer & Grondzaken: een hechte, professionele club collega's.

Jouw taken omvatten onder andere:

- Vertalen van financiële en ruimtelijke keuzes naar strategisch advies.

- Doorrekenen en beoordelen van initiatieven op haalbaarheid, risico's en maatschappelijk & financieel rendement.

- Onderhandelen met marktpartijen andere publieke partners, zoals gebieds- en projectontwikkelaars.

- Verantwoordelijk voor beleidsmatige keuzes op het gebied van grondzaken.

- Verbinden van beleid, financiën en uitvoeri
