Als initiatievenmanager ruimtelijke ordening bij de gemeente Heerlen beoordeel jij of een plan wenselijk is voor de stad, weeg je de verschillende belangen zorgvuldig af en begeleid je initiatieven vanuit de 'ja, mits'-gedachte. Zo draag je direct bij aan de grootste opgave van Heerlen: het realiseren van nieuwe woningen. Zie jij kansen waar anderen knelpunten zien? Dan maken we graag kennis. Hoe ziet jouw rol in het team eruit? Elke maand komen er 30 tot 40 initiatieven binnen. Per initiatief beoordeel je eerst of het plan past bij Heerlen, daarna toets je de globale haalbaarheid. Daarbij werk je op abstractieniveau, zonder al in alle details te duiken. Pas als alle vinkjes op groen staan, draag je het initiatief goed voorbereid over aan vergunningverlening. Initiatiefnemers begeleid je van eerste vraag tot advies, en aan hen leg je ook primair verantwoording af. Loopt een plan vast? Dan verken je de mogelijkheden en zoek je naar oplossingen. Binnen de organisatie vervul je een secretarisrol: je legt initiatieven voor aan collega's van beleid en uitvoering en bereidt samen met de procesondersteuner agenda en notulen voor. Over de volle breedte van de organisatie zet je lijnen uit en bewaak je die. Je stuurt daarbij op initiatieven, niet op mensen, want dit is geen leidinggevende rol. De uitkomst koppel je terug aan de initiatiefnemer en waar nodig stem je bestuurlijk af via memo's of collegevoorstellen. In het initiatief volgsysteem houd je bij waar elk initiatief zich bevindt.
