Functieomschrijving Als Juridisch Adviseur Bodem en Ondergrond bij de Omgevingsdienst Noordzeekanaalgebied (OD NZKG) adviseer je over regulering, toezicht en handhaving van bodemactiviteiten zoals graven, saneren, opslaan en toepassen. Je werkt aan maatschappelijk belangrijke dossiers rond PFAS, bodemdaling, gezonde bodem, het grensvlak afval/bodem, bodemverontreiniging en bodemenergie en voert juridische procedures op basis van omgevingsrechtelijke regelgeving. Je maakt juridische afwegingen in complexe samenhang met technische en beleidsmatige aspecten en werkt nauw samen met bodemtechnische adviseurs van de teams regulering, expertise en toezicht & handhaving. Je behandelt thema's variërend van toezichttrajecten bij grote bedrijven (bijv. Tata Steel) tot vergunningen voor opslag/overslag van afvalstoffen en beoordeelt handhavingsmogelijkheden aan de hand van de zorgplicht. De opdracht biedt inhoudelijke uitdaging met een gezonde werkdruk, een lange looptijd en de mogelijkheid invloed uit te oefenen op een duurzame en veilige leefomgeving; plaats van uitvoering: Zaandam. Let op: deze opdracht is uitgesloten voor ZZP'ers, het maximale uurtarief is €150 en de organisatie hanteert een BYOD-beleid (eigen laptop en telefoon vereist). Vereist profiel - Minimaal 5 jaar relevante ervaring als jurist binnen het werkveld bodem (besluitvorming, toezicht- en handhavingsprocedures). - Grondige kennis van Algemene wet bestuursrecht, Wet bodembescherming en Besluit bodemkwaliteit; ervaring met bodemenergie en ontgrondingen is een pré. - WO werk- en denkniveau; aantoonbare ervaring met complexe dossiers en juridische procedures. - Sterke mondelinge en schriftelijke communicatieve vaardigheden; je kunt helder adviseren richting collega's, bedrijven, omwonenden, bestuurders en rechterlijke instanties. - Omgevingsbewustzijn en bestuurlijke sensitiviteit; vermogen om de juridische bandbreedte per dossier te overzien en overtuigend op te treden. ...
