Beiden verwachten dat de gemeente ingrijpt, terwijl jij eerst moet vaststellen wat bestuursrechtelijk werkelijk aan de hand is. Dat vraagt om juridische kennis én aandacht voor wat er achter een dossier speelt. Als jurist handhaving luister je naar betrokkenen, controleer je de feiten en maakt je duidelijk wat de gemeente wel en niet kan doen. Soms voorkomt een helder gesprek verdere escalatie, soms is een formele maatregel noodzakelijk. Bij koen werk je op detacheringsbasis bij verschillende gemeenten. Je behandelt daar juridische handhavingsvraagstukken rond de fysieke leefomgeving en openbare ruimte. Daardoor leer je verschillende gemeentelijke organisaties kennen en werk je steeds met nieuwe inwoners, collega's en lokale vraagstukken. Werken als jurist binnen handhaving brengt je dicht bij situaties die voor betrokkenen veel betekenen. Je beoordeelt handhavingsverzoeken, bespreekt bevindingen met toezichthouders en onderzoekt welke interventie passend is. Als optreden nodig is, zorg je voor een duidelijk en zorgvuldig besluit. Ontstaat bezwaar of beroep, dan verdedig je niet alleen een juridisch standpunt, maar leg je ook begrijpelijk uit waarom dat standpunt houdbaar is. Goede handhaving begint voor jou daarom niet automatisch met een sanctie. Het begint met feiten kennen, belangen begrijpen en duidelijkheid bieden over de regels.
