Functieomschrijving In het kort Als kwaliteitsmedewerker ben je een echte vraagbaak voor je collega's, jij neemt je collega's mee en begeleidt startende casemanagers. Jij zet je tanden in de meer complexe zaken. Je staat stevig in je schoenen en weet hoe je omgaat met politieke en bestuurlijke verhoudingen. Wat ga je doen? - Je werkt beleid uit op het gebied van VTH, stelt uitvoeringsplannen, methodieken en evaluaties op en adviseert hierover. - Je neemt aanvragen in behandeling en toetst deze op wet- en regelgeving, brede kaders en richtlijnen. Adviseert m.b.t. afwijkende maatwerkgerichte oplossingen. - Je voert casusregie op de meervoudige en/of maatwerkgerichte aanvragen en beschikkingen. Daarbij draag je zorg voor het inwinnen van brede adviezen en politiek bestuurlijke afstemming en afstemming met stakeholders waarbij sprake is van tegenstrijdige belangen. - Jij bewaakt de processen en stelt de prioriteiten in de afhandeling van cases. Daarbij fungeer je als vakinhoudelijke vraagbaak. Ook stel je rapportages, evaluaties en prognoses op. - Je vertegenwoordigt de gemeente in rechte, je stelt pleitnotities/verweerschriften op bij bezwaar en (hoger) beroep en voert namens de gemeente verweer. Functie-eisen Wie ben jij? Je beschikt allereerst over een aantal jaren ervaring als casemanager/vergunningverlener, daarnaast ook over: - HBO werk en denkniveau en een vooropleiding bijvoorbeeld gericht op bouwkunde, stedenbouw, milieu, natuurwetgeving; - kennis van de Omgevingswet; - het is een pre als je ABW 1, ABW 2 hebt gevolgd; - sterke communicatievaardigheden (in woord en schrift); - bestuurlijke sensitiviteit.
