Voor de Samenwerkingsorganisatie De Wolden Hoogeveen is FlexIntens op zoek naar een Kwartiermaker/programmamanager Uitvoering hervormingsagenda Jeugd voor 32 tot 36 uur per week.

Samenwerkingsorganisatie De Wolden Hoogeveen (SWO) geeft met ruim 900 medewerkers uitvoering aan de gemeentelijke taken en verleent diensten aan ongeveer 80.000 inwoners van de twee gemeenten. Dit maakt ons de op één na grootste gemeentelijke organisatie in Drenthe. Daarnaast zijn wij een unieke organisatie door het werken voor 2 heel verschillende gemeenten. Opdracht

De gemeenten Hoogeveen en De Wolden werken aan de uitvoering van hun lokale Hervormingsagenda's Jeugd, gebaseerd op de landelijke Hervormingsagenda Jeugd (2023). De opgave richt zich op het realiseren van een duurzame verandering binnen het jeugdzorgstelsel, waarbij anders werken centraal staat: meer preventie, betere samenwerking en meer grip op kosten.

De opdracht betreft het vertalen van deze hervormingsagenda's naar een concrete uitvoeringsagenda en het realiseren van de eerste fase van deze transformatie, inclusief implementatie, monitoring en bestuurlijke afstemming.

De opdracht kent een sterk veranderkundig karakter, waarbij werken volgens principes van o.a. Kotter en Arend Ardon wordt toegepast, met nadruk op leren, experimenteren en gedragsverandering. De kwartiermaker vertaalt de hervormingsagenda's naar concrete uitvoerbare stappen en realiseert de implementatie daarvan. Daarbij wordt gestuurd op samenhang, voortgang en resultaat, met als doel het versterken van het tactisch en strategisch vermogen van de uitvoeringsorganisatie. Monitoring vormt een integraal onderdeel van de opdracht, om inzicht te geven in effectiviteit en bijsturingsmogelijkheden.

Daarnaast omvat de opdracht de coördinatie en afstemming binnen de Jeugdhulpregio Drenthe (JHRD)
