Voor de Gemeente Roosendaal is FlexIntens op zoek naar een Kwartiermaker Toezicht Jeugd en Wmo (Regio West-Brabant West) voor 16 uur per week.

Kwartiermaker Toezicht Jeugd en Wmo (Regio West-Brabant West) Over de opdracht

In de regio West-Brabant West werken negen gemeenten (Bergen op Zoom, Etten-Leur, Rucphen, Steenbergen, Woensdrecht, Zundert, Halderberge, Roosendaal en Moerdijk) intensief samen binnen het sociaal domein. Binnen de regio lopen momenteel twee afzonderlijke toezichttrajecten: toezicht Wmo en toezicht Jeugd. Het toezicht Wmo kent reeds een regionale koers voor verdere doorontwikkeling. Het toezicht Jeugd bevindt zich in een eerdere ontwikkelfase, met de nadruk op rechtmatigheid en fraudebestrijding.

De regio heeft de ambitie uitgesproken om beide toezichtsvelden functioneel meer met elkaar te verbinden. Doel hiervan is het versterken van de kwaliteit van toezicht, het verminderen van kwetsbaarheid, het efficiënter inzetten van schaarse expertise en realiseren van een toekomstbestendige organisatie van toezicht binnen de regio.

Om deze ambitie te realiseren zoeken wij een onafhankelijke kwartiermaker die een bestuurlijk gedragen en uitvoerbaar voorstel ontwikkelt voor de toekomstige inrichting van toezicht Wmo en Jeugd binnen West-Brabant West. De beoogde ingangsdatum van de nieuwe structurele toezichtsorganisatie is 1 januari 2028. Wat ga je doen?

Als onafhankelijk kwartiermaker werk je de regionale denkrichting voor de integratie toezicht Wmo en Jeugd uit tot een concreet, gedragen en uitvoerbaar voorstel. Je onderzoekt hoe toezicht Wmo en toezicht Jeugd functioneel kunnen worden geïntegreerd, met behoud van de afzonderlijke wettelijke verantwoordelijkheden binnen de Wmo 2015 en de Jeugdwet.

Je brengt de organisatorische, juridische, financiële en bestuurlijke consequenties van de verschillende inrichtingsmogelijkheden in beeld en adviseert over een toekomstbestendige inrichting van het toezicht binnen de regio West-Brabant West. Daarbij we
