Jouw toekomstige job

Als Lead ICT - Technical Solution Architect BUP speel je een sleutelrol in de digitale transformatie van mobiliteitsbeleid in Vlaanderen. Je combineert strategische visie met concrete architectuursturing, en fungeert als technisch klankbord tegenover de technical leads van de leveranciers die onze applicaties mee realiseren.

Je draagt actief bij aan

  • digitalisering van beleidsuitvoerende processen (BUP). Dat zijn bestaande processen als rijexamens, subsidies, erkenningen, inspecties, …
  • strategische digitaliseringsprogramma’s zoals: hervorming technische keuring nieuw toetsplatform rijexamens digitalisering transportvergunningen, …
  • evolutie naar een modulaire, bouwsteen-gebaseerde architectuur
  • implementatie van de Vlaamse digitale strategie (digital first, only once, Privacy by design, No wrong door, Overheid als platform, Semantische interoperabiliteit via OSLO, …)

Kortom: een bestaand, complex landschap transformeren naar een samenhangende architectuur op basis van bouwstenen — en bewaken dat die visie ook effectief gerealiseerd wordt, tot op codeniveau.

Wat zal je moeten doen?

Architectuur & strategie

  • De doelarchitectuur voor TMB ontwikkelen en bewaken in samenspraak met het EAO
  • Beleidsdoelstellingen vertalen naar concrete architectuurrichtlijnen en standaarden
  • Architecturale aansturen keuzes binnen complexe programma's
  • Technische vertaling van architectuurkeuzes naar concrete bouwstenen evalueren en uitdagen, in overleg met de technical leads van de betrokken leveranciers
  • Beoordelen van hexagonale architectuur (ports & adapters) en de onderliggende contracten tussen domeinkern en adapters, in de implementatie van TMB-applicaties
  • Beoordelen of de domeinkern correct is opgebouwd volgens DDD-bouwstenen (aggregates, entities, value objects, bounded contexts)
  • Bewaken van Java-codestructuur en -best practices binnen het applicatielandschap, in samenspraak met leveranciers
  • Door leveranciers voorgestelde CI/CD-aanpak toetsen en bijsturen, binnen de standaarden van het EAO
  • AI-gebruik in de development keten pptimaliseren: implementeren en bewaken van standaarden/guardrails voor AI-assisted development, in overleg met leveranciers & programmateam

Transformatie van het applicatielandschap

  • Een heterogeen applicatielandschap met verschillende maturiteit in kaart brengen
  • Een gefaseerd evolutiepad (geen big bang) definiëren
  • Maturiteit gradueel verhogen (modulariteit, integratie, data, kwaliteit)

Bouwsteen-architectuur (kernopdracht)

  • TMB-bouwstenen uitwerken en afdwingen op drie niveaus: functionele bouwstenen (capabilities) databouwstenen (kerngegevens en datadiensten) technische bouwstenen (API’s, IAM, integratie, …)
  • Hergebruik en standaardisatie over projecten heen stimuleren

Integratie & data

  • Gestandaardiseerde integratie- en datapatronen ontwerpen
  • Gegevensuitwisseling en toepassing van het only once-principe structureren
  • Aansluiting verzekeren op Vlaamse bouwstenen (MAGDA, ACM/IDM, e-loketten, …)

Governance & samenwerking

  • Architectuur governance en bouwsteenbeheer volgens principes van domain driven design mee b

Naar wie zijn wij op zoek?

Profiel

  • Masterdenkniveau of gelijkwaardig door ervaring
  • Minimaal 4 jaar relevante ervaring als ICT-/Solution Architect in een complexe omgeving, waarvan een aantoonbaar deel hands-on ervaring met de hieronder beschreven technische expertise.
  • Ervaring in multi-project of programma context

Competenties

  • Sterk in het vertalen van strategie naar concrete oplossingen
  • Ervaring met het werken in een heterogeen landschap (verschillende maturiteit)
  • Je brengt structuur en richting zonder de uitvoering te blokkeren
  • Je bent een transformatie-architect, geen louter adviserende rol
  • Je bent een gelijkwaardige technische gesprekspartner voor senior technical leads bij leveranciers, zonder zelf de volledige bouw te hoeven dragen

Technische expertise

Ervaring met o.a.:

  • enterprise- en solution architectuur
  • Domain-driven design (DDD)
  • integratie (API's, IAM, middleware)
  • cloud (AWS, bv. CodePipeline, S3, Secrets Manager, CloudFront)
  • data-architectuur en datastromen
  • moderne applicatiearchitectuur (modulair/microservices)
  • Java (17/21): hexagonale architectuur (ports & adapters), codekwaliteit en best practices
  • event-driven architectuur (asynchrone messaging, event-standaarden zoals CloudEvents)
  • CI/CD-pipeline-ontwerp en -beoordeling (bv. Jenkins, Docker)
  • AI-gestuurde ontwikkeltools en bijhorende guardrails/standaarden
