Medewerker Bestuursrechtelijke Handhaving CITES Internationale handel in planten en dieren is toegestaan, maar alleen onder strikte voorwaarden. Zonder toezicht kan die handel leiden tot uitbuiting van bedreigde soorten en aantasting van biodiversiteit. Als Beoordelaar Bestuursrechtelijke Handhaving CITES zorg jij dat deze regels worden nageleefd. Je beoordeelt mogelijke overtredingen van het CITES-verdrag en bepaalt of ingrijpen nodig is. Zo draag je bij aan het beschermen van bedreigde dier- en plantensoorten en aan een eerlijke, legale internationale handel. CITES is een internationaal verdrag waarin 185 landen afspraken hebben gemaakt over de handel in beschermde soorten. Het doel is helder: voorkomen dat soorten in het wild uitsterven of sterk afnemen door internationale handel. In deze functie werk je midden in dit internationale speelveld en maak je het verschil op dossierniveau. Waar jij aan werkt Bij jou komen meldingen en handhavingsverzoeken binnen over mogelijke CITES-overtredingen. Je doet grondig juridisch onderzoek en verzamelt informatie uit verschillende bronnen. Denk aan vergunningen, internationale richtlijnen, inspectierapporten en verklaringen van betrokkenen. Een overtreding kan bijvoorbeeld gaan over het in- of uitvoeren van CITES-beschermde goederen zonder geldige vergunning. Of over het houden of verhandelen van beschermde dieren waarvan de legale herkomst niet kan worden aangetoond. Jij beoordeelt of er sprake is van een overtreding en wat dit betekent binnen het bestuursrechtelijk kader. Je werkt hierbij nauw samen met handhavingspartners zoals de Nederlandse Voedsel- en Warenautoriteit en de Douane. Samen met senior collega's en de coördinator bepaal je of maatregelen nodig zijn. Dat kan bijvoorbeeld een last onder bestuursdwang zijn, een last onder dwangsom of een directe inbewaringname. Je zorgt dat besluiten juridisch kloppen en administratief zorgvuldig worden vastgelegd.
