Flexintens Procesmanager Omgevingsplan IJsselstein Functie omschrijving Voor de Gemeente IJsselstein is FlexIntens op zoek naar een Procesmanager Omgevingsplan voor 24 uur per week. De gemeente IJsselstein is een stad in het zuidwesten van de provincie Utrecht. De stad telt ruim 33.000 inwoners en heeft een gezellig historisch hart waar de inwoners trots op zijn. De ambtelijke organisatie van de gemeente (GIJS) bestaat uit ruim 250 medewerkers verdeeld over 7 teams. GIJS werkt aan een bloeiend en toekomstbestendig IJsselstein, waar iedereen prettig kan wonen, werken en samenleven. GIJS staat voor betrouwbare dienstverlening, een benaderbare organisatie en heldere communicatie. De ambtenaren werken vanuit drie kernwaarden: vakmanschap, pragmatisch en samenspel. Samen met en voor 'ons stadje'. Opdracht De gemeente IJsselstein staat voor de taak om in 2032 een gebied dekkend Omgevingsplan te hebben. Om dit te realiseren wordt een procesmanager gezocht om dit proces te trekken. De totstandkoming en wijziging van het omgevingsplan raakt aan veel verschillende onderwerpen én mensen binnen de gemeente. Juristen, planologen, geo- en milieuspecialisten enz. werken eraan, maar lang niet altijd zijn zij degenen die de bestuurlijke of strategische lijnen uitzetten. Tegelijkertijd moeten alle onderdelen van het omgevingsplan goed op elkaar afgestemd zijn. Want het plan moet juridisch kloppen, helder zijn voor initiatiefnemers en werkbaar in het digitale stelsel. Het vraagt om een nieuwe intensievere samenwerking door de organisatie heen op juridisch, technisch en inhoudelijk vlak. En wat de 1 doet, heeft effect op de ander. Dat vraagt om coördinatie. Bij coördinatie van het omgevingsplan zorg je op tactisch of operationeel niveau voor afstemming tussen alle afzonderlijke wijzigingsbesluiten, zowel procesmatig als inhoudelijk.
