Programmamanager Noord Functieomschrijving Programmamanager Voor Regio Zwolle zoeken wij een ervaren Programmamanager Stationsomgevingen voor 16 uur per week. Je werkt vanuit het Regio Zwolle Bureau aan het programma Stationsomgevingen, onderdeel van NOVEX Regio Zwolle. Binnen dit programma werken de gemeenten Steenwijkerland, Hardenberg, Kampen, Raalte, Meppel en Hoogeveen samen aan de ontwikkeling van hun stationsgebieden en de regiokern als geheel. Het programma gaat een nieuwe fase in waarin de focus verschuift van planvorming naar uitvoering, positionering en realisatie. Als programmamanager verbind je de lokale opgaven van de zes gemeenten met de regionale en landelijke agenda. Je bent strategisch gesprekspartner voor bestuurders en ambtelijke opdrachtgevers, vertegenwoordigt het programma in regionale overleggen en zorgt voor een heldere gezamenlijke koers. Daarbij beweeg je je gemakkelijk op bestuurlijk niveau en weet je complexe belangen te vertalen naar concrete afspraken, uitvoerbare projecten en financierbare proposities. Je werkt onder andere aan de positionering van het programma binnen de Regionale Investeringsagenda (RIA) en NOVEX. Ook houd je je bezig met lobby richting Rijk en provincie, het benutten van subsidies en fondsen en het versterken van de samenwerking tussen de deelnemende gemeenten. Je zorgt voor samenhang tussen lokale projecten en regionale ambities en bewaakt dat afspraken, besluitvorming en mijlpalen daadwerkelijk worden opgevolgd.
