The posting

Voor de Gemeente Maasdriel is FlexIntens op zoek naar een Programmamanager Organisatieontwikkeling voor 28 tot 36 uur per week.

De gemeente Maasdriel (ca. 26.000 inwoners) ligt in het prachtige rivierenlandschap van de Bommelerwaard. Door de centrale ligging in Nederland, aan de A2, het spoor en de rivieren de Maas en de Waal, biedt Maasdriel vele mogelijkheden. Maasdriel bestaat uit 11 karakteristieke dorpen, met ieder hun eigen dynamiek.

Opdracht

De organisatie bevindt zicht momenteel in een gefaseerd organisatieontwikkeltraject. Deze fase is nog niet afgerond en vraagt verdere uitwerking en begeleiding richting implementatie.

We zoeken een stevige programmamanager die op strategisch en tactisch niveau meedenkt en adviseert over organisatieontwikkeling én daarnaast praktisch sterk is en zaken oppakt en uitvoert. Je bent een belangrijke gesprekspartner van de gemeentesecretaris en het Management en brengt denkkracht, structuur en verbinding. Je schakelt gemakkelijk tussen verschillende belangen en stakeholders en kunt, waar nodig, ook namens de gemeentesecretaris afstemmen. De opdracht bestaat uit

• Het opstellen en opleveren van een integraal programmplan organisatieontwikkeling, inclusief planning, governance, risicoanalyse, mijlpalen en implementatieaanpak voor de verdere uitwerking van de nieuwe organisatiestructuur; • Het adviseren en begeleiden van de gemeentesecretaris en het MT bij strategische vraagstukken rondom organisatieontwikkeling, inrichting en personele zaken; • Het opstellen en opleveren van besluitvormingsdocumenten, waaronder MT-voorstellen, collegevoorstellen, bestuursadviezen en overige onderbouwde adviesstukken die nodig zijn voor de verdere besluitvorming binnen het organisatieontwikkeltraject; • Het voorbereiden, begeleiden en vastleggen van het overleg met de Ondernemingsraad, inclusief het opstellen en opleveren van advies- en instemmingsaanvragen die voortvloeien uit de organisatieontwikkeling; • Optreden als secretaris van het kl
