In het kort: Je gaat als onafhankelijke projectleider een integrale evaluatie van de toegang tot Beschermd Wonen en Maatschappelijke Opvang organiseren, uitvoeren en afronden, analyseren, rapporteren en verbeter- en ontwikkelrichtingen formuleren voor beleid, uitvoering en samenwerking. Over de opdracht Sinds 1 januari 2022 is de toegang tot Beschermd Wonen in Noord- en Midden-Limburg decentraal ingericht. De 14 individuele gemeenten zijn verantwoordelijk voor de toegang en indicatiestelling, binnen een regionaal samenwerkingsverband voor Beschermd Wonen, Maatschappelijke Opvang en Bemoeizorg & Preventie OGGZ. Na enkele jaren ervaring met deze werkwijze willen de samenwerkende gemeenten de huidige toegang tot Beschermd Wonen en Maatschappelijke Opvang evalueren. Daarbij staat niet alleen de naleving van procedures centraal, maar ook de vraag of inwoners tijdig, passend en effectief worden ondersteund. Ook wordt gekeken naar de samenwerking tussen gemeenten, consulenten, aanbieders en andere betrokken partijen, de werkbaarheid van de huidige inrichting en de toekomstbestendigheid van de toegang. Voor de uitvoering van deze evaluatie zoeken wij een ervaren en onafhankelijke projectleider / onderzoeker die het volledige evaluatieproces kan organiseren, uitvoeren en afronden. Doel van de opdracht Het doel van de evaluatie is inzicht te verkrijgen in de mate waarin de huidige toegang tot Beschermd Wonen en Maatschappelijke Opvang bijdraagt aan de regionale visie, ambities en beleidsdoelstellingen. De evaluatie moet duidelijk maken in hoeverre de toegang effectief, doelmatig, zorgvuldig en toekomstbestendig is ingericht en functioneert. De evaluatie moet resulteren in concrete verbeterpunten, ontwikkelrichtingen en aanbevelingen voor beleid, uitvoering en regionale samenwerking. Een uitgebreide opdrachtomschrijving is door de beleidsgroep opgesteld. Resultaat van de opdracht De opdracht resulteert minimaal in: - een beknopt en uitvoerbaar plan van aanpak; - een overzic.
