De projectleider zorgt voor een professioneel, transparant en zorgvuldig proces dat leidt tot een gedeelde feitenbasis, bestuurlijk afgewogen scenario's en besluitvorming richting Kadernota 2027 en Begroting 2028. De opdracht bouwt voort op een afgeronde startfase (inventarisatie van taken, onderscheid wettelijk/autonoom, benchmarkgegevens en startnotitie) en richt zich nu op bestuurlijke afwegingen, scenariomodellen en uiteindelijk een eindrapportage met concrete aanbevelingen. Op te leveren resultaten zijn onder meer een uitvoerbaar projectplan, een versterkte feitenbasis, begeleide bestuurlijke sessies, minimaal drie samenhangende scenario's (Sober/Basis, Focus op wettelijke taken, Maximaal regionaliseren) en een duidelijke eindrapportage met conclusies en handelingsperspectieven. De geplande doorlooptijd is circa 6 maanden (langer bespreekbaar). Er wordt flexibel gewerkt: eigen werktijden, wisselende uren per week en geen verplichting tot aanwezigheid op kantoor; beoordeling vindt plaats op resultaat en voortgang. Gewenst profiel - Ervaren projectleider met aantoonbare ervaring in complexe gemeentelijke of publieke trajecten en bestuurlijke besluitvorming. - Sterke procesbegeleider en sparringpartner voor college, raad en ambtelijke organisatie; bestuurlijke sensitiviteit en neutrale, onafhankelijke houding. - Analytisch sterk: ervaring met het opbouwen van een feitenbasis, financiële doorrekeningen, risicoanalyses en het uitwerken van scenario's met duidelijke effecten voor inwoners, organisatie en financiën. - Uitstekende communicatieve vaardigheden, zowel schriftelijk ...
