Je zorgt ervoor dat de organisatie tijdig voldoet aan de wettelijke verplichtingen en benut tegelijkertijd de kansen om de gemeentelijke regie op wonen en volkshuisvesting verder te versterken. Je bevindt je op het snijvlak van wonen, ruimtelijke ontwikkeling, zorg, juridische zaken, uitvoering en bestuur. Daarbij ben je verantwoordelijk voor het verbinden van beleid, processen en besluitvorming. Je werkzaamheden bestaan onder andere uit: - Opstellen van een integraal implementatieplan; - Uitvoeren van een impactanalyse op beleid, processen en organisatie; - Ontwikkelen van een routekaart voor het volkshuisvestingsprogramma; - Vertalen van wet- en regelgeving naar concrete werkprocessen; - Adviseren van management, college en gemeenteraad; - Opzetten van een effectieve projectorganisatie; - Coördineren van interne en externe samenwerkingspartners; - Ontwikkelen van monitorings- en sturingsinstrumenten; - Borgen van nieuwe werkwijzen binnen de organisatie. Functie-eisen - HBO- of WO-werk- en denkniveau; - Ruime ervaring als projectleider binnen een gemeentelijke, bestuurlijke of maatschappelijke organisatie; - Kennis van of affiniteit met volkshuisvesting, wonen, gebiedsontwikkeling of ruimtelijke ontwikkeling; - Ervaring met implementatie van wet- en regelgeving; - Ervaring met complexe projecten waarbij meerdere stakeholders betrokken zijn; - Ervaring met bestuurlijke besluitvorming; - Sterke adviesvaardigheden richting management, college en gemeenteraad; - Aantoonbare ervaring met proces- en projectmanagement.
