The posting

In het kort: Je gaat als projectleider subsidies de algemene subsidieverordening verbeteren, subsidiekaders ontwikkelen, bestuurlijke contractering vormgeven en een plan van aanpak opstellen om het subsidieproces te concretiseren en te sturen. We zijn opzoek naar iemand die voor ons de (bestuurlijke) contractering voor de opdracht subsidies op kan pakken. Wij verlenen nu subsidies obv van een bepaalde systematiek, namelijk: aanvragers dienen een subsidie in en wij hebben weinig handvatten om bijv. te weigeren of te sturen. Aanvragers moeten zelf aangeven of het past binnen de MAG, maar daar willen wij dus meer mee kunnen. Dit is nu nog in de fase van idee etc, maar we willen dit gaan contracteren richting de bestuurders. Het gaat dus niet specifiek om een subsidie, maar om al onze subsidies. Onderdeel hiervan is het opstellen van een compleet plan van aanpak voor oa uitvoering geven aan de ASV en het uiteindelijk vaststellen van subsidiekaders. ASV: algemene subsidie verordening. Daar hebben wij redelijk recent een nieuwe van op laten stellen. Alleen zijn er nog een paar punten niet helemaal goed uitgewerkt. Het is fijn als iemand ervaring heeft met een ASV en dus kan helpen om eventuele andere hiaten te helpen opsporen en herstellen. De subsidiekaders is hoe we in de toekomst subsidies willen gaan verlenen. Een subsidiekader houdt globaal in dat je een budgetplafond en bepaalde belangrijkheden vaststelt per onderwerp en dat we daar dus op kunnen sturen. Maar wat er precies in moet en mag, dat moet dus allemaal nog bedacht en ontwikkeld worden. Het is van belang dat iemand ervaring heeft, omdat wij deze expertise dus echt missen. We hebben veel ideeën en wensen, maar nog niet de stap kunnen maken naar concretisering. Daarom zoeken we de projectleider die dit voor ons gaat verzorgen. Eisen -Dienstverband: ZZP (of detachering) - Bestuurlijke sensitiviteit - Ervaring met het (bestuurlijk) contracteren van opdrachten - Ervaring in het verbeteren van een algemene subs.
