Opdracht Voor het cluster Stad, team Ruimtelijke Projecten zoeken we een Projectleider Warmtenet.

Voor de ontwikkeling van een lokaal warmtenet zoekt de gemeente een ervaren, zelfstandig opererende Projectleider Warmtenet. De projectleider werkt samen met en behartigt het gemeentelijk belang in afstemming met de warmteleverancier, woningcorporatie, netbeheerders en overige stakeholders. Ook ben je verantwoordelijk voor de aansturing van het project binnen de gemeentelijke organisatie.

Doel van de opdracht De opdracht heeft als doel de gemeentelijke regie op de ontwikkeling van het lokale warmtenet te professionaliseren en te zorgen voor een robuuste governance- en projectstructuur. Daarbij staan het gemeentelijk belang en een zorgvuldige samenwerking met de warmteleverancier, woningcorporatie, netbeheerders en overige stakeholders centraal.

De opdracht is gericht op: • Het realiseren van een robuuste governance- en projectstructuur; • Het behartigen van de gemeentelijke belangen bij het tot stand brengen en afronden van een juridisch houdbare en bestuurlijk gedragen samenwerkingsovereenkomst (SOK); • Het borgen van uitvoeringsafspraken met het warmtebedrijf en andere betrokken partners; • Het actualiseren van relevante regelgeving en beleidsdocumenten in aansluiting op de ontwikkeling van het warmtenet. Resultaat en werkzaamheden Aan het einde van de opdracht zijn de volgende concrete resultaten gerealiseerd: • Een ingerichte en geborgde gemeentelijke projectstructuur, waarin rollen, verantwoordelijkheden, besluitvorming en interne afstemming zijn vastgelegd; • Een juridisch houdbare en bestuurlijk gedragen samenwerkingsovereenkomst (SOK), met afspraken over onder andere betaalbaarheid, risicoverdeling, aanwijsbevoegdheid, planning en governance; • Geactualiseerde Verordening Kabels en Leidingen, passend bij de Omgevingswet en de voorgenomen uitrol van het warmtenet; • Geactualiseerde relevante beleidsstukken die aansluiten op de ontwikkeling van het warmte
