Het TOM is ontworpen door een externe consultant en beschrijft de gewenste inrichting van IVOM, met de regie op IT-dienstverlening (ookwel Bedrijfsgegevens Sogeti NederlandB.V. Na oplevering van het ontwerp start de invoeringsfase: het TOM moet worden vertaaldnaar een werkende, volwassen Regie organisatie. De huidige Regie & Delivery Organisatie moet daartoe worden getransformeerd conform hetgemaakte ontwerp - in structuur, rollen, processen, sturing en samenwerking met klanten, ketenpartners en leveranciers. Voor de invoering en begeleiding van deze transformatie is behoefte aan een externe regie-coach/architect die het ontwerp kan vertalen naar depraktijk, de organisatie en haar mensen daarin meeneemt, en de nieuwe werkwijze duurzaam laat landen. De regie-coach draagt zorg voor detransformatie van onder andere en met name de bestaande Regie & Delivery Organisatie naar een moderne, volwassen Regie organisatie, conform hetdoor de externe consultant ontworpen TOM.
