De functionaris draagt bij aan het ontwikkelen en actualiseren van visies, concepten en beleidsinitiatieven op nationaal en internationaal niveau, rekening houdend met politieke, maatschappelijke en organisatorische ontwikkelingen. De functionaris werkt samen met uiteenlopende partijen zoals NATO, EDA, ICAO, EASA, het Ministerie van Infrastructuur en Waterstaat en andere militaire luchtvaartautoriteiten. De functionaris stelt strategische notities, adviezen en plannen op en bewaakt de uitvoering en effectiviteit van vastgestelde beleidslijnen. Ook vertegenwoordigt de functionaris Defensie in diverse (inter)nationale overlegfora op het gebied van militaire luchtvaartregelgeving en strategie. Daarnaast initieert en coördineert het Sectionhead Strategy & Regulations de ontwikkeling en actualisatie van militaire luchtvaartregelgeving, beoordeelt nieuwe beleidskaders en ondersteunt de implementatie van besluiten en richtlijnen binnen de MLA. De functionaris geeft leiding aan de Strategy & Regulations Section en creëert draagvlak voor strategische besluitvorming binnen een complexe bestuurlijke omgeving.
