Op onderdelen is al veel onderzocht en in beeld gebracht. De behoefte ligt daarom niet primair bij opnieuw onderzoeken, maar bij het samenbrengen van bestaande informatie, het bepalen van richting en het vertalen daarvan naar een realistische ontwikkelagenda. De provincie wil daarbij werken vanuit drie samenhangende stappen: - Waar staan we nu? - Waar willen en moeten we over circa drie jaar staan? - Wat is nodig om van de huidige naar de gewenste situatie te komen? De opdracht heeft nadrukkelijk een strategisch karakter en richt zich in eerste instantie op analyse, koers en voorbereiding van de uitvoering. 2. Opdracht De opdrachtnemer ontwikkelt een samenhangend strategisch beeld van de duurzame informatiehuishouding van de provincie en vertaalt dit naar een meerjarige ontwikkelrichting. De opdracht bestaat uit vier onderdelen. 2.1 IST-situatie: waar staan we nu? De opdrachtnemer: - brengt bestaande analyses, memo's, inventarisaties en beleidsdocumenten samen tot één integraal beeld; - valideert dit beeld met betrokken medewerkers en verantwoordelijken; - maakt zichtbaar waar de belangrijkste risico's, kwetsbaarheden en ontwikkelopgaven liggen; - onderscheidt wat reeds op orde is, wat versterking vraagt en waar structurele keuzes nodig zijn; 2.2 SOLL-situatie: waar moeten we over circa drie jaar staan? De opdrachtnemer: - formuleert een richtinggevend toekomstbeeld voor duurzame informatiehuishouding; - beschrijft welke inrichting, verantwoordelijkheden, deskundigheid en capaciteit daarbij nodig zijn; - betrekt relevante ontwikkelingen in wetgeving, digitaliseri...
