Als strategisch/ senior Adviseur Communicatie ben je verantwoordelijk voor het ontwikkelen, coördineren en bewaken van de communicatieaanpak binnen het programma Opvang en Huisvesting Bijzondere Doelgroepen, met een specifiek accent op de opvang en huisvesting van asielzoekers.

De opgaven binnen het programma, en in het bijzonder die rond asielopvang, zijn maatschappelijk en bestuurlijk complex. Verschillende belangen, politieke en maatschappelijke gevoeligheden en de impact op inwoners, omwonenden en betrokken organisaties vragen om zorgvuldige, transparante en omgevingsbewuste communicatie. Daarbij zijn timing, toon en context essentieel.

Je adviseert en ondersteunt bestuur, directie, programmamanager en betrokken beleidsadviseurs bij communicatievraagstukken, bestuurlijke besluitvorming en maatschappelijke ontwikkelingen rond het programma en projecten daarbinnen. Je vertaalt complexe inhoud naar begrijpelijke, consistente en doelgroepgerichte communicatie. Daarbij verbind je de bestuurlijke ambities en beleidsdoelen met de informatiebehoefte en beleving van inwoners, omwonenden, maatschappelijke partners en andere belanghebbenden.

Een belangrijk onderdeel van de opdracht is het versterken van de omgevingscommunicatie rondom initiatieven en ontwikkelingen op het gebied van asielopvang en het adviseren over communicatie rond participatie. Je brengt belangen, sentimenten, risico's en communicatiebehoeften in beeld, adviseert over passende vormen van informatievoorziening, participatie en dialoog. Je hebt oog voor maatschappelijke onrust en weerstand, en zorgt tegelijkertijd voor een open, feitelijke en respectvolle communicatieaanpak.
