De Sociaal Werker met specialisme WMO (hierna SW'er) is verantwoordelijk voor de uitvoering van de WMO. Als SW'er voer je een onderzoek uit aan de hand van vijf stappen, onderbouw je dit vanuit het juridische kader en geef je op basis hiervan in het gespreksverslag een zwaarwegend advies. Het is belangrijk dat je in deze fase rekening houdt met de voorliggende voorzieningen, de eigen kracht en het netwerk van de inwoner. Deze functie is ingeschaald in schaal 9 cao Gemeenten. Vanwege de aard en inhoud van deze opdracht is het belangrijk om te voldoen aan de richtlijnen van de Wet deregulering beoordeling arbeidsrelaties (DBA). Om schijnzelfstandigheid te voorkomen, is inschrijving uitsluitend mogelijk voor partijen die personeel in loondienst beschikbaar stellen. • Zelfstandigen zonder personeel (zzp'ers) komen niet in aanmerking. • BV's met enkel een directeur-grootaandeelhouder komen niet in aanmerking. • Inschrijvingen via detacheringsbureaus, brokers, uitzendorganisaties of andere intermediairs die zzp'ers aanbieden, kunnen niet worden meegenomen in de beoordeling. Alleen kandidaten die aantoonbaar in loondienst zijn bij de inschrijvende partij komen in aanmerking voor gunning. De gemeente behoudt zich het recht voor om bij twijfel aanvullende documentatie op te vragen om de aard van het dienstverband te verifiëren.
