De gemeente werkt aan de bouw van duizenden woningen, de verbetering van bestaande wijken en een versterking van de gemeentelijke regie op de volkshuisvesting. De gemeente zoekt een ervaren strategisch adviseur die wonen, volkshuisvesting, woningbouw en gebiedsontwikkeling met elkaar verbindt en complexe vraagstukken vertaalt naar bestuurlijke keuzes en concrete vervolgstappen. Resultaat van de opdracht: - Strategische woonanalyse: Een actuele analyse van de belangrijkste Vlaardingse opgaven, prioriteiten, kansen en knelpunten op het gebied van wonen en volkshuisvesting. - Volkshuisvestingsprogramma / Omgevingsprogramma Wonen: De opdracht omvat het verder ontwikkelen en concretiseren van dit programma, inclusief de gemeentelijke visie, beleidsdoelen, woningbouwprogrammering en wijze van gemeentelijke regie. Het programma vormt daarmee het inhoudelijke kader voor de verdere uitvoering van het woonbeleid. - Woningbouw en gebiedsontwikkeling: Strategisch advies voor ten minste drie prioritaire woningbouw- en gebiedsontwikkelingen, bijvoorbeeld Rivierzone, Binnenstad, Westwijk, Holy en Vlaardinger Ambacht. - Bestuurlijke advisering: Concrete adviezen, college- en raadsvoorstellen en andere besluitvormingsproducten die complexe woonvraagstukken vertalen naar heldere keuzes en concrete vervolgstappen. - Samenwerking en realisatie: Concrete voorstellen voor samenwerking met woningcorporaties, ontwikkelaars en andere partners, inclusief het benutten van relevante financierings- en subsidiemogelijkheden. 6 maanden - 24 uur - 0.67 fte Functie eisen - Afgeronde opleiding op minimaal WO master niveau; - Aantoonbare werkervaring als adviseur wonen en volkshuisvesting bij gemeenten; ...
