In het kort: Je gaat als strategisch inkoopadviseur complexe gemeentelijke projecten begeleiden, inkoopstrategieën en aanbestedingsaanpakken bepalen en projectleiders en opdrachtgevers adviseren over passende contractvormen en rechtmatige, doelmatige marktbenaderingen. Opdracht omschrijving De gemeente zoekt tijdelijke externe expertise op het gebied van strategische inkoop- en aanbestedingsadvisering. De opdracht richt zich op de advisering en begeleiding van een aantal complexe en bestuurlijk belangrijke projecten binnen de gemeente, waaronder het Scholenpark, huisvestingsvraagstukken en de ontwikkeling van het Harddraverspark. Daarnaast kan de strategisch projectadviseur inkoop worden gevraagd advies uit te brengen over tactische en strategische inkoopvraagstukken voor andere projecten. De kandidaat dient een Verklaring Omtrent Gedrag (VOG) te kunnen overleggen. Verantwoordelijkheden De strategisch projectadviseur inkoop adviseert projectleiders, opdrachtgevers en andere betrokkenen over de meest passende inkoopstrategie, contractvorm en aanbestedingsaanpak. Daarbij worden afwegingen gemaakt ten aanzien van rechtmatigheid, doelmatigheid, marktbenadering en project-specifieke doelstellingen. Voor de aanbestedingen die uit deze projecten voortvloeien, waaronder complexe nationale en/of Europese aanbestedingen, verzorgt de strategisch projectadviseur inkoop desgewenst de inhoudelijke advisering en procesbegeleiding. De strategisch projectadviseur inkoop voert de opdracht zelfstandig uit en is verantwoordelijk voor de eigen inrichting en uitvoering van de werkzaamheden. De opdracht is gericht op het leveren van specialistische expertise en adviesresultaten en niet op het vervullen van een reguliere functie binnen de gemeentelijke organisatie.
