In eerste aanleg controleert deze inspecteur vergunningplichtige hoog risico bedrijven op milieuwet- en regelgeving (fysiek/administratief), zoals omgevingsvergunningen milieu en algemene regels uit het Besluit activiteiten leefomgeving (Bal) en het omgevingsplan. De inspecteur heeft basiskennis van de Algemene wet bestuursrecht (Awb) en het omgevingsrecht. Afhankelijk van de sector wordt verdiepende kennis gevraagd van PGS-richtlijnen, ippc-regelgeving en verschillende milieuthema's, zoals afvalstoffen, gevaarlijke stoffen en luchtemissies. Bij gemeentelijke opdrachtgevers waarvoor OZHZ de bouwtaken uitvoert, wordt inzet gevraagd op controle van wet- en regelgeving rondom bouw en brandveiligheidsvraagstukken. Ook wordt de inspecteur indien nodig ingezet voor projectcontroles bij midden risico bedrijven. Het uitvoeren van hercontroles en handhavingstrajecten is hierbij inbegrepen. Omschrijving taken: • Opstellen en/of uitvoeren van: • • risicoanalyse • toezichtsplan milieu met risico's, beoordelingspunten en bijbehorende toezichtmethode en frequentie. • Administratief toezicht houden op basis van openbare en bedrijfsspecifieke documenten (inclusief het beoordelen van rapporten). • Voorbereiden en uitvoeren van controles ter plaatse op basis van Omgevingswet (vergunningvoorschriften), rechtstreekse verboden, meldingen en/of verstrekte gegevens en bescheiden en/of de milieueisen uit het BAL en/of het omgevingsplan (of de gelijkwaardige voorzieningen) taken en/of het omgevingsplan (of de gelijkwaardige voorzieningen). ...
