EVOLV Communications Ltd is a communications agency supporting the Singapore Government in delivering impactful public communications. We combine strategy, creative storytelling, digital content, production, branding, and emerging AI technologies to help agencies communicate effectively with citizens.

We are looking for a proactive and relationship-driven Growth and Partnerships Manager to strengthen client relationships, identify new opportunities, and ensure successful delivery of integrated communications projects.

Key Responsibilities

Client Relationship Management

  • Serve as the primary point of contact for assigned Government agencies and strategic partners.
  • Build long-term trusted relationships with clients through proactive engagement and responsive service.
  • Understand clients' communication objectives and translate them into practical project strategies.
  • Conduct regular account reviews and identify opportunities to deepen partnerships.

Business Growth & Partnerships

  • Identify opportunities to expand existing accounts and develop new partnerships across Government agencies and statutory boards.
  • Support preparation of proposals, presentations, quotations and pitch documents.
  • Develop strategic partnerships with production houses, creative partners, technology providers and other stakeholders.
  • Monitor industry trends and identify opportunities to introduce new services and capabilities to clients.

Project Management

  • Manage projects from briefing to completion, ensuring delivery within scope, timeline and budget.
  • Coordinate closely with producers, designers, videographers, editors and external vendors.
  • Monitor project milestones and manage client expectations throughout the production lifecycle.
  • Ensure quality assurance across all deliverables before submission.

Financial & Commercial Management

  • Prepare project budgets, quotations and cost estimates.
  • Monitor invoicing and payment status together with Finance.

Strategic Advisory

  • Provide strategic communications advice to clients.
  • Recommend suitable communication approaches across video, digital, social media, branding and emerging technologies including AI-enabled solutions.
  • Keep clients informed of new communication trends and innovations.

Internal Collaboration

  • Work closely with Creative, Production, Strategy and Finance teams.
  • Facilitate project kick-off meetings and internal briefings.
  • Maintain accurate project documentation and CRM records.
  • Support organisational initiatives and business development activities.

Experience

Minimum 3 years' experience in:

  • Account Management
  • Business Development
  • Partnerships
  • Marketing Communications
  • Integrated Communications

Experience working with Government agencies or public sector clients will be an advantage.

Skills & Competencies

  • Excellent interpersonal and stakeholder management skills.
  • Strong presentation and communication abilities.
  • Excellent project management and organisational skills.
  • Ability to manage multiple projects simultaneously.
  • Strong problem-solving and negotiation skills.
  • Comfortable working in a fast-paced environment with tight deadlines.
  • Self-driven, resourceful and adaptable.
  • Proficient in Microsoft Office (PowerPoint, Excel and Word).

Experience with project management tools, CRM systems and AI-enabled productivity tools would be advantageous.
