This role centers on Medicaid and CHIP eligibility, enrollment, retention, and access, with particular emphasis on performance indicators and emerging policy requirements. You will interpret complex quantitative and qualitative data, translate legislative and operational guidance into actionable recommendations, and help stakeholders improve program outcomes. Acting as a key communications and technical assistance resource, you will work closely with government clients, states, partners, and multidisciplinary teams. The position combines research, data analysis, stakeholder engagement, and reporting in an agile, collaborative environment. It offers the opportunity to contribute to evidence-based policy decisions and meaningful improvements in public healthcare administration.

Accountabilities

  • Lead research and analysis related to Medicaid and Children's Health Insurance Program (CHIP) eligibility, enrollment, retention, and access, with a particular focus on Eligibility and Enrollment Performance Indicators.
  • Analyze quantitative and qualitative information from eligibility and enrollment systems, T-MSIS Analytics Files (TAF), claims, oversight metrics, scorecards, performance reports, and other relevant sources to identify trends, gaps, and improvement opportunities.
  • Develop and maintain subject-matter knowledge of HR1, Community Engagement, and Working Family Tax Credit (WFTC) policies, operational processes, reporting requirements, and implementation considerations.
  • Serve as a central point of contact for communications concerning HR1, Community Engagement, and WFTC, ensuring information is accurate, timely, consistent, and tailored to different audiences.
  • Plan, facilitate, and document technical assistance meetings with clients, states, partners, and other stakeholders; respond to questions, clarify requirements, resolve issues, and track follow-up actions through completion.
  • Develop technical assistance resources, including FAQs, presentations, talking points, training materials, issue logs, guidance documents, reports, and draft manuscripts.
  • Translate complex legislation, policy guidance, program requirements, analytical findings, and technical information into clear, actionable communications for policy, program, technical, and executive audiences.
  • Research best practices and emerging requirements, evaluate their operational implications, and recommend improvements to program administration, compliance, oversight, and beneficiary outcomes.
  • Define research and analytical requirements with internal and external clients and deliver high-quality ad hoc analyses, data visualizations, and reports informed by human-centered design and user experience principles.
  • Apply statistical analysis, exploratory research, predictive modeling, data mining, and qualitative methods to support evidence-based decisions and the development of new features or solutions.
  • Collaborate in an agile environment with researchers, data analysts, data scientists, policy specialists, designers, developers, and client teams.
  • Use Scrum and Kanban methodologies and Jira to plan and track work, manage backlogs and workflows, monitor delivery progress, and report performance metrics.
  • Coordinate user reporting access, including processing access requests, maintaining appropriate permissions, troubleshooting issues, and supporting users.
  • Manage competing priorities, communication calendars, meeting preparation, action items, and deliverable schedules while maintaining strong quality control.
  • Experience researching or analyzing Medicaid and CHIP eligibility, enrollment, retention, and access.
  • Familiarity with Medicaid and CHIP Eligibility and Enrollment Performance Indicators and related program data and reporting requirements.
  • Working knowledge of HR1, Community Engagement, and Working Family Tax Credit (WFTC) policies and implementation requirements, or relevant adjacent experience combined with a demonstrated ability to learn new policy areas.
  • Ability to interpret quantitative and qualitative data from eligibility systems, T-MSIS Analytics Files (TAF), claims, program oversight metrics, and performance reports.
  • Strong research and analytical skills, including experience with statistical analysis, exploratory analysis, predictive modeling, data mining, or qualitative research methods.
  • Ability to translate legislation, policy guidance, technical requirements, and analytical results into clear communications for varied audiences.
  • Experience developing reports, data visualizations, presentations, training materials, technical guidance, or other client-facing deliverables.
  • Strong stakeholder engagement and communication skills, with the ability to facilitate meetings, provide technical assistance, address questions, and coordinate follow-up activities.
  • Familiarity with human-centered design and user experience principles when developing analytical products and reporting solutions.
  • Experience working in agile environments and applying Scrum or Kanban methodologies.
  • Familiarity with Jira for workflow management, backlog tracking, project coordination, and delivery reporting.
  • Ability to manage reporting access, user permissions, and related support requests.
  • Excellent organization, attention to detail, problem-solving skills, and the ability to manage multiple priorities and deadlines.
  • Collaborative mindset and ability to work effectively with multidisciplinary teams and government stakeholders.
  • Supportive, collegial, and employee-friendly work environment.
  • Meaningful career development opportunities.
  • Educational and professional growth opportunities.
  • Opportunity to contribute to healthcare policy research and projects supporting federal government clients.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
