HEY I’M JUSTIN

I’m the Chief Operating Officer of Up, part of the Digital division in Bendigo Bank. I need your help implementing my data governance responsibilities.

I’ve been juggling this work alongside my other responsibilities, but there’s a lot of foundational stuff to get right, and I want to progress things faster.

This role reports directly to me, with great access to the CTO and the rest of the Digital leadership team, while working closely with our risk partners, data teams, engineers and other subject matter experts in the business. They’re all awesome people to work with.

You’ll be hands-on and leading the way mapping our domains, refining our asset profiles, understanding the lineage and lifecycle of our CDEs, defining data quality metrics, establishing reporting, leading root cause analysis of data issues and generally establishing good governance practices.

That’s the work I know about, but you’ve done this before. I’ll be relying on your many years of experience to help me find the right way with clear communication, tenacious persistence and pragmatic prioritisation.

This is a 12 month, fixed term role to build out the foundations. We can accommodate some flexibility, but it’s a full time role, mostly onsite in our Melbourne CBD office.

ABOUT THE ROLE

The Data Governance Implementation Lead bridges the gap between technology systems, data governance, business strategy, and risk management. In this hands-on role, you will act as a trusted operational partner to Data Custodians, Lead Data Stewards and Business System Owners within the Digital Division (in particular the Up business).

You will help operationalise their data governance responsibilities and deliver on the division’s strategic roadmap by combining your core systems analysis skills (such as systems mapping) with data governance practices such as defining data domains, building asset profiles, mapping critical data elements, tracing data lineage, and implementing data quality frameworks.

WHAT YOU’LL BE DOING:

GOVERNANCE SUPPORT & STAKEHOLDER ENABLEMENT

- Act as the primary liaison between data teams, senior leadership, and custodians, system owners and subject matter experts to improve data governance practices.

- Advise and support data custodians and stewards on their day-to-day responsibilities.

- Facilitate cross-functional workshops to establish a clear governance operating model within the division.

DOMAIN MAPPING, ASSET PROFILING & CDE MANAGEMENT

- Partner with the business to define, map, and maintain data domains and sub-domains.

- Lead data asset profiling initiatives to catalog metadata, security classifications, lifecycle rules, compliance requirements and business context.

- Identify, define, and maintain Critical Data Elements (CDEs) essential for business operations, regulatory reporting, and analytics.

DATA LINEAGE & DATA QUALITY

- Analyse, understand and document end-to-end data lineage for Critical Data Elements (CDEs) from source systems through integration layers down to consuming reports and APIs.

- Define requirements for Data Quality metrics for CDEs including profiling rules, key metrics and monitoring dashboards.

- Lead root-cause analysis on data issues, risk events and defects, and collaborate with system owners to implement permanent remediation solutions.

APPLIED RISK MANAGEMENT

- Analyse and translate governance policies, standards and requirements into technical specifications, systems and processes.

- Evaluate existing systems and processes to identify governance gaps, operational risks, compliance issues and process bottlenecks.

- Support the rollout and configuration of enterprise data governance platforms (Collibra) and supporting documentation.

WHAT WE’RE LOOKING FOR

- Previous roles: At least 3 years (ideally more) of hands on experience in data, analyst or engineering roles that directly improved data governance and management practices, ideally in banking. You may have previously had titles such as Senior Business Systems Analyst, Data Analyst, Data Business Partner, Implementation Lead, Data Steward, Data Custodian, Technology Risk Manager or Operational Risk Manager.

- Technical leadership: Sound and practical understanding of data domains, CDE identification, metadata management, lineage mapping, data quality practices and maturity frameworks (DCAM or similar). You will have opinions on what good looks like, backed by hands-on experience that moves beyond theory.

- Technical proficiency: Fluent in SQL for data profiling and analysis; experience with data modelling concepts and modern enterprise data governance/ tools such as Collibra.

- Stakeholder management: Exceptional communication skills with a proven track record of translating complex technical concepts for senior executive audiences, partnering with risk specialists and subject matter experts.

- Tenacious problem solving: Ability to navigate complex data environments and policy frameworks to bring structured governance frameworks to life without introducing excessive bureaucracy.

- Regulatory: Familiarity with relevant industry data and privacy regulations highly desirable.
