Job Description

FirstEnergy

About the Opportunity

This is an open position with FirstEnergy Service Co., a subsidiary of FirstEnergy Corp.

FirstEnergy takes a market-based approach to pay, which may vary depending on your location. In addition, your actual base salary will depend on various factors such as your skills, qualifications, and experience.

The estimated pay range for this role is $157,590 - $222,480.

The Manager, Rates & Regulatory Affairs position is a critical leadership role responsible for the development and execution of JCP&L's regulatory strategy and recovery of significant operating and capital investments through approved rates and riders. The position serves as a key interface between the company and external regulatory stakeholders while coordinating cross-functional efforts across Accounting, Finance, Operations, Engineering, Legal, and Customer organizations.

The importance of this role has increased significantly as JCP&L manages a growing capital investment program focused on reliability, resiliency, grid modernization, AMI deployment, storm hardening, and customer-focused initiatives. These programs require sophisticated regulatory strategies, timely cost recovery mechanisms, and comprehensive stakeholder engagement to ensure appropriate recovery and support continued investment in the electric system.

The position provides essential leadership for major regulatory proceedings, including base rate cases, rider filings, cost recovery mechanisms, tariff revisions, and policy initiatives. Failure to maintain dedicated leadership in this area would increase regulatory risk, potentially delay recovery of authorized investments, reduce organizational responsiveness to regulatory requirements, and impair the company's ability to effectively support strategic business objectives.

Given the complexity of New Jersey's regulatory environment, the frequency and significance of ongoing regulatory proceedings, and the need to protect both customer and shareholder interests, backfilling this position is necessary to maintain continuity of expertise, preserve key stakeholder relationships, support critical business initiatives, and ensure successful execution of JCP&L's regulatory and financial objectives. The position also provides vital institutional knowledge and leadership within the Rates & Regulatory Affairs organization and is essential to supporting the company's long-term strategic and financial plans.

Responsibilities to include:

Regulatory Strategy & Case Management

  • Lead the development, coordination, and execution of state regulatory filings before the New Jersey Board of Public Utilities (BPU).
  • Manage base rate cases, rider proceedings, cost recovery filings, and other regulatory applications to support recovery of operating and capital investments.
  • Develop regulatory strategies that balance customer affordability, financial objectives, and operational needs.

Rates & Tariff Administration

  • Oversee the design, implementation, and maintenance of JCP&L tariffs.
  • Analyze rate impacts and customer bill implications associated with proposed regulatory actions.
  • Ensure tariff compliance and support implementation of approved regulatory changes.

Financial & Regulatory Analysis

  • Lead preparation of revenue requirement analyses, cost-of-service studies, rate design evaluations, and financial exhibits.
  • Partner with Finance, Accounting, and Finance teams to assess regulatory impacts on earnings, cash flow, and customer bills.
  • Support long-range planning and investment recovery strategies.

Regulatory Filings & Testimony

  • Coordinate development of testimony, discovery responses, data requests, and regulatory presentations.
  • Manage interactions with internal subject matter experts and external consultants.
  • Ensure regulatory filings are accurate, technically sound, and delivered on schedule.

Stakeholder Management

  • Build and maintain constructive relationships that support productive regulatory outcomes.
  • Represent JCP&L in technical conferences, settlement discussions, and regulatory proceedings.
  • Support major company initiatives, including grid modernization investments, reliability improvement programs, AMI initiatives, storm recovery mechanisms, and emerging customer programs.

People Leadership

  • Manage and develop regulatory professionals and analysts.
  • Foster a culture of accountability, collaboration, continuous improvement, and regulatory excellence.
  • Ensure succession planning and development of critical regulatory and rates expertise.

Qualifications to include:

  • Bachelor’s degree in Business, Accounting, Finance, Mathematics, or a related field required; advanced degree preferred.
  • Minimum of 8 years of progressive experience in rates, regulatory affairs, or a closely related field, with demonstrated leadership responsibility.
  • Proven ability to lead complex, multi-disciplinary initiatives and manage highly technical and analytical teams.
  • Strong analytical, problem-solving, and judgment skills with the ability to translate complex data into clear, defensible regulatory positions.
  • Excellent written, verbal, and interpersonal communication skills, including experience presenting to regulators, senior executives, and external stakeholders.
  • Demonstrated negotiation and influence skills to achieve favorable and balanced regulatory outcomes.
  • Ability to manage multiple priorities, operate effectively under pressure, and drive results in a fast-paced regulatory environment.
  • Strong leadership presence with the ability to build consensus, champion change, and model inclusive leadership behaviors.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
