The posting

Must Have:

Minimum 7 years of software development and enterprise application delivery experience (Java/React)

  • Minimum 7 years of software development experience, including enterprise application delivery in Technical skills section mentioned above
  • Experience delivering CRM, Customer Service, or Case Management solutions.
  • Experience designing, developing, and implementing permitting, licensing, registration, inspection, compliance, or case management solutions using Dynamics 365, Power Platform, Azure, and Dataverse.
  • Hands-on experience with Dynamics 365 Customer Service and Power Platform.
  • Strong expertise in Dataverse, including data modelling, security, and integration.
  • Strong knowledge of enterprise integration patterns, APIs, and cloud-based architectures.
  • Experience designing and implementing complex system integrations.
  • Proficiency with .NET/C#, JavaScript/TypeScript, SQL Server, and REST APIs.
  • Experience with Azure DevOps, GitHub, CI/CD pipelines, source control, and automated deployments.

Must have these technical skills:

Node.js/Next.js/React

Java

Power Platform/Dynamics

Nice to have:

Prior OPS/Public sector exp.

1. Core Skills & Experience (30%)

  • Minimum 7 years of software development experience, including enterprise application delivery in Technical skills section mentioned above
  • Experience delivering CRM, Customer Service, or Case Management solutions.
  • Minimum 2 years of experience implementing Dynamics 365 OR Power Platform solutions.
  • Experience designing, developing, and implementing permitting, licensing, registration, inspection, compliance, or case management solutions using Dynamics 365, Power Platform, Azure, and Dataverse.
  • Experience supporting end-to-end permit lifecycle management, including application intake, review and approval workflows, permit issuance, amendments, renewals, inspections, compliance monitoring, and document generation.
  • Experience leading Agile/Scrum development teams.
  • Proven experience in Technical Lead or Senior Developer roles.
  • Experience delivering solutions in public sector or large enterprise environments.
  • Strong understanding of software development lifecycle (SDLC) and Agile delivery methodologies.

2. Technical Skills & Architecture (35%)

  • Hands-on experience with Dynamics 365 Customer Service and Power Platform.
  • Strong expertise in Dataverse, including data modelling, security, and integration.
  • Experience designing and developing solutions using Azure services such as:Azure Functions Logic Apps API Management App Services Key Vault Azure Storage
  • Experience creating architecture artifacts including contextual, conceptual, logical, and physical designs.
  • Strong knowledge of enterprise integration patterns, APIs, and cloud-based architectures.
  • Experience designing and implementing complex system integrations.
  • Proficiency with .NET/C#, JavaScript/TypeScript, SQL Server, and REST APIs.
  • Experience with Azure DevOps, GitHub, CI/CD pipelines, source control, and automated deployments.
  • Experience conducting code reviews and establishing development standards and best practices.

3. Leadership, Communication & Collaboration (20%)

  • Demonstrated ability to lead, mentor, and coach developers and technical teams.
  • Experience coordinating work across developers, testers, business analysts, architects, and stakeholders.
  • Strong stakeholder management and client engagement skills.
  • Ability to translate business requirements into technical solutions and implementation plans.
  • Strong verbal and written communication skills.
  • Experience producing technical documentation, solution designs, and knowledge transfer materials.
  • Proven ability to facilitate decision-making and resolve technical challenges.
  • Experience building collaborative, inclusive, and high-performing teams.

4. Problem Solving, Innovation & Delivery (15%)

  • Demonstrated ability to analyze complex business and technical problems and develop effective solutions.
  • Proven track record delivering projects on time while managing risks, dependencies, and competing priorities.
  • Experience leveraging AI technologies such as Microsoft Copilot, AI Agents, and LLMs to improve productivity and solution delivery.
  • Strong focus on continuous improvement, automation, and development best practices.
  • Ability to identify modernization opportunities and drive innovation.
  • Experience balancing strategic architecture decisions with hands-on delivery responsibilities.
