ABOUT THE ROLE

We're looking for a Facility Security Officer / Insider Threat Program Senior Official (FSO/ITPSO) to own and stand up our facility security program from the ground up, guiding us through FCL sponsorship, FOCI mitigation, and the ongoing personnel and insider threat security requirements that come with holding a cleared facility. This is a build-from-scratch role: we need someone who has done this before and can run the program independently as it matures.

CORE RESPONSIBILITIES

- Serve as the company's designated Facility Security Officer (FSO), fulfilling all NISPOM-required FSO duties.

- Guide the organization through FCL sponsorship, including required documentation, forms (e.g., SF-328, DD Form 441), and coordination with the sponsoring agency and DCSA.

- Support and help execute the FOCI mitigation process (e.g., Security Control Agreement, Affiliated Operations Plan, or similar mitigation instrument) in coordination with company leadership and outside counsel.

- Stand up and serve as Insider Threat Program Senior Official (ITPSO), building the insider threat program required under NISPOM.

- Manage personnel security clearance processing for employees requiring access — initiating, tracking, and maintaining clearance investigations and periodic reinvestigations.

- Develop and maintain facility security policies, procedures, and training required for NISPOM compliance.

- Conduct security education and awareness training for cleared and uncleared personnel.

- Coordinate with the Head of Security and the IT Administrator/CMMC GRC function to align facility security requirements with the broader CMMC/NIST SP 800-171 compliance program.

- Maintain required records, self-inspections, and reporting to DCSA and other government stakeholders.

MINIMUM QUALIFICATIONS

- Prior experience serving as a Facility Security Officer (FSO), including hands-on experience obtaining or standing up a new Facility Clearance (FCL).

- Working knowledge of NISPOM requirements for FSO and Insider Threat Program Senior Official (ITPSO) roles.

- Experience managing personnel security clearance processes (initiating investigations, eApp (formerly e-QIP), adjudication coordination).

- Must be a U.S. citizen, consistent with FSO/ITPSO eligibility requirements.

- Must be able to obtain and maintain a personnel security clearance at the level required to perform FSO duties.

- Strong program-building skills — comfortable creating policies, processes, and training from scratch rather than maintaining an already-mature program.

PREFERRED QUALIFICATIONS

- Direct, hands-on experience obtaining an FCL for a company that did not previously hold one.

- Experience standing up a facility security program and insider threat program from initial sponsorship through DCSA approval.

- Experience supporting or leading a FOCI mitigation action (SCA, AOP, Voting Trust Agreement, or similar).

- Completion of the CDSE FSO Program Management Curriculum for Possessing Facilities; ISOC or ISP certification a plus.

- Experience working in a subsidiary or multi-entity corporate structure with a foreign-influenced or otherwise FOCI-relevant parent.

- Familiarity with CMMC Level 2 / NIST SP 800-171 requirements as they intersect with personnel and facility security.

ADDITIONAL REQUIREMENTS

- Must be a U.S. citizen and eligible to hold a personnel security clearance.

- Willingness to undergo a background investigation as part of the clearance process.

- Ability to work onsite in Albuquerque, NM.

- Availability to support FCL sponsorship and FOCI mitigation activities on an expedited timeline, given that the FCL sponsorship request has already been submitted and FOCI mitigation (SCA/AOP) work is expected to begin within 30–45 days.
