Raytheon is seeking a highly motivated candidate to serve as the CIWS Portfolio Chief Engineer (CE) within the Terminal Defense Systems business area. This individual oversees the technical aspects of Production and Sustainment of the Phalanx Close-In Weapon System (CIWS), the SeaRAM Ship Defense System, the Land-Based Phalanx Weapon System (LPWS), and the CIWS/RAM Defense Capability system. The CIWS portfolio currently spans more than ten active contracts, including domestic and international production efforts, including the CIWS Design Agent and Army IDIQ contracts for continued Engineering development. There are multiple international and domestic customers for these systems, including Japan, Australia, and both the U.S. Navy and U.S. Army. Collectively, these efforts represent over $363M in sales in 2026. The CIWS Portfolio CE is also a people leader for the CIWS Office of the Chief Engineer. The associated Engineering team consists of over 125 Engineering FTEs.

This position is 100% on site in Louisville, KY.

What You Will Do

  • Lead engineering execution for all aspects of CIWS product production support and the development / Design Agent contracts.
  • Ensure technical integrity and engineering execution across the CIWS programs and other functions to meet and/or exceed cost, schedule, and technical requirements.
  • Primary technical point of contact with senior customer counterparts, internal senior program management and engineering leadership.
  • Influence and align internal and external customers on the technical capabilities, technical risks and common architecture needs.
  • Support the capture of new business and influence technical and product line roadmaps, ensuring they are reflected in program planning and execution.
  • Plan out and lead the incremental break-in of upgrades and system improvements.
  • Drive positive change within the production environment as a key stakeholder in Failure Review Boards, FRACAS activities and other continuous improvement efforts.
  • Technically engage with major subcontractors and partners to ensure product deliverables.
  • Direct a team of multi-disciplined engineers in support of product development and production.
  • Provide technical advisory disposition for Export / Import (EXIM) compliance.

Qualifications You Must Have

  • Typically requires a Bachelor’s degree in Science, Technology, Engineering or Math (STEM) and a minimum of 12 years of prior relevant experience unless prohibited by local laws/regulations.
  • Five or more years of production engineering experience.
  • Experience as a people leader and a technical leader who can develop work plans and drive execution.
  • Experience leading large, cross-functional engineering teams and managing resources with multi-million-dollar annual budgets.
  • Experience engaging with suppliers and managing the technical elements of these relationships.
  • Active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Five or more years of experience with CIWS systems, technologies, and production.
  • RMD Level 4 or above Certified Chief Engineer.
  • Excellent communication, technical writing, oral presentation, and interpersonal skills.
  • Proven ability to develop effective internal and external customer relationships to ensure customer satisfaction and continued business.
  • Direct experience with Engineering Risks and Opportunities (R&O) Management.
  • Master's degree in engineering.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
