The posting

Role: Senior Manager - Impact Evaluation & MERL, Delhi Experience: 7 to 12 years Salary: Upto 21 LPA _________________________________________________________________ About the Organisation

We are a leading mission-driven systems reform organization working at the intersection of policy, engineering, enforcement, emergency care, and data science. We work to reduce crash fatalities not merely as a charitable initiative, but as a critical question of public health, governance, and equity.

Over the past nearly two decades, we have:

  • Driven milestone legislative and policy reforms at both state and national levels.
  • Dramatically reduced fatalities across major national transit corridors and expressways, setting high-impact safety standards adopted nationally.
  • Developed and scaled proven governance models currently being embedded into state and central infrastructure.
  • Established formal partnerships and MoUs with key government ministries, multiple state governments, and premier academic and technical institutions.
  • Built data and AI platforms reviewed at executive and ministerial levels to guide real-time decision-making.

Our Vision: Halve crash fatalities by 2030, aligned with national and global SDG commitments.

About the Role

The Senior Manager, Impact Evaluation & MERL is the organization's lead practitioner on impact attribution and knowledge production. Reporting directly to the Director of Impact, this role owns the analytical and written output of the function, including flagship historical impact reports, academic study documents, donor submissions, and the organizational Impact Measurement Framework.

This is a builder's role focused on direct technical execution and production rather than delegation. Sitting at the intersection of evaluation methodology, safety data, and government-facing evidence, you will transform data into rigorous, actionable insights and policy solutions.

Roles and Responsibilities

Responsibilities are categorized by ownership level: Own (lead and accountable), Co-own (shared accountability with leadership), or Support (contribute to leadership-led initiatives).

1. Impact Evaluation Design & Delivery

  • Own the design and execution of impact attribution studies using methods such as Difference-in-Difference (DiD), synthetic control, regression discontinuity, and interrupted time series.
  • Own the production of methodology documentation suitable for academic sign-off and peer review.
  • Co-own the Impact Measurement Framework governing how impact is defined, measured, and reported across all programs.
  • Co-own the design of monitoring frameworks for active programs to ensure field data supports attribution analysis.
  • Own data quality standards, verification protocols, cross-checks, and chain-of-custody discipline across all outputs.

2. Knowledge Production & Reporting

  • Own lead authorship for long-term historical impact documentation and multi-month flagship projects.
  • Co-own the impact-evidence sections of all major donor proposals and reporting submissions in partnership with the Partnerships team.
  • Own the design and production of systemic impact scorecards detailing legislative, judicial, and policy outcomes.
  • Co-own the publication pipeline, conference paper abstracts, journal submission outlines, and policy briefs.
  • Own high-quality analytical briefs, methodology notes, and progress summaries for senior leadership and the Board.

3. Academic & Research Partnerships

  • Own working-level engagement across the academic partnership pipeline, from introductory meetings through Scope of Work (SoW) drafting and study design finalization.
  • Co-own substantive intellectual interface with premier academic and research institutions on counterfactual construction, data requirements, and publication standards.
  • Support organizational representation at academic and evaluation conferences as a presenter or panelist.

4. Cross-Functional Data Governance

  • Co-own data governance for the Impact function (determining data collection formats, frequencies, and analytical protocols).
  • Support the Technology team in configuring analytics platforms and automated/video-AI data feeds for evaluation-grade analysis.
  • Co-own data-sharing protocols between the Impact, Research, and Policy teams.

5. Team Leadership & Capacity Building

  • Own day-to-day supervision, direction, and professional development for 2–3 Impact team members.
  • Own MERL capacity building for broader program teams to improve field-level data collection practices.
  • Co-own a culture of impact-first, evidence-based decision-making across the organization.

Qualifications & Experience

Essential Requirements

  • Education: Master's degree in Public Policy, Development Economics, Statistics, Epidemiology, Transportation Planning/Engineering, Public Health, Social Work, or a related quantitative field (or equivalent professional experience).
  • Experience: Minimum 7 years of progressively responsible experience in MERL, impact evaluation, or applied research, with at least 2 years leading an evaluation team or function.
  • Evaluation Methods: Demonstrated experience designing or substantively contributing to quasi-experimental studies (DiD, regression discontinuity, synthetic control, interrupted time series) and writing defensible methodology sections independently.
  • Quantitative & Tech Skills: High proficiency in panel data analysis and statistical inference. Working proficiency in Stata, R, or Python, alongside strong mastery of Excel/Google Sheets.
  • Analytical Writing: Exceptional ability to write clear analytical reports and technical briefs.
  • Donor Reporting: Experience producing impact evidence, results frameworks, or due diligence documentation for institutional donors or impact investors.
  • AI Tool Integration: Working fluency with AI tools (LLMs, statistical assistants) for analytical productivity, paired with critical judgment to audit and verify outputs for accuracy.

Desirable Attributes

  • Background in road safety, transport, infrastructure, or public health within low- or middle-income country contexts.
  • Familiarity with public transit/traffic data systems, national crash registries, and transport statistics.
  • History of co-authoring peer-reviewed journal papers or academic conference presentations.
  • Previous research collaborations with national academic, engineering, or public health institutions.
  • Understanding of the Safe System approach to safety interventions and evaluation.

Personal Characteristics

  • Highly analytical, detail-oriented, and intellectually rigorous, with an unwavering commitment to methodological integrity.
  • Strong ownership mindset with the ability to manage complex multi-stakeholder projects independently.
  • Excellent communication skills to translate complex analytical findings into clear, actionable policy insights.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
