A posição é operacional com viés tático: o profissional será responsável por análise regulatória, instrução de pleitos, apoio ao enquadramento dos projetos nas leis de incentivo e interlocução qualificada com órgãos públicos, entidades setoriais, financiadores e a matriz internacional. Não executa rotinas fiscais, logísticas ou de gestão de PMO (funções com equipes dedicadas) mas dialoga com elas em nível técnico e as subsidia com análise regulatória com relação ao PADIS (Programa de Apoio ao Desenvolvimento Tecnológico da Indústria de Semicondutores e Displays), Lei de Informática (conhecido como PPB) e SUFRAMA (Superintendência da Zona Franca de Manaus).Responsabilidades e atribuiçõesRegimes de Incentivo e Análise Regulatória • Dominar e monitorar os regimes de incentivo aplicáveis à companhia, com destaque para PADIS, SUFRAMA e Lei de Informática (PPB), analisando de forma independente a conformidade de planos e operações frente aos limites e contrapartidas legais. • Acompanhar e responder a Consultas Públicas, alterações normativas e processos administrativos junto a MCTI, MDIC, GECEX/CAMEX, Receita Federal e demais órgãos. • Produzir notas técnicas e posicionamentos que sustentem os interesses da companhia em manifestações oficiais e perante a administração pública. Enquadramento e Prestação de Contas dos Projetos • Apoiar na validação do enquadramento da execução financeira do portfólio de projetos nas leis de incentivo (PADIS, SUFRAMA, Lei de Informática), garantindo a aderência dos investimentos aos limites e contrapartidas legais. • Apoiar na elaboração e a execução dos relatórios de prestação de contas no âmbito do PADIS/SUFRAMA perante os órgãos competentes. • Atuar como interface regulatória do RIG/PMO: subsidiar, do ponto de vista de conformidade às leis de incentivo, os marcos e a execução financeira dos projetos, sem assumir a gestão operacional do portfólio. Pleitos e Comércio Exterior Estratégico • Conduzir a estratégia de ex-tarifário (BK/BIT): instrução de pleitos de interesse da companhia (bens de capital e insumos sem produção nacional equivalente) e vigilância ativa sobre pleitos de terceiros que possam fragilizar a posição competitiva do produto encapsulado domesticamente, elaborando contestações fundamentadas quando cabível. • Articular a posição da companhia com os instrumentos de proteção e incentivo à produção nacional (PPB, conteúdo local).Institucional e Inteligência Regulatória • Operar inteligência regulatória estruturada: triagem de DOU, pautas de GECEX/CAMEX, MCTI, MDIC e do Portal de Dados Abertos (incl. renúncias fiscais federais), classificando matérias por impacto e urgência e acionando a Diretoria conforme criticidade. • Acompanhar a tramitação legislativa e regulatória de interesse do setor, antecipando riscos e oportunidades. • Representar e apoiar a companhia em entidades setoriais (incl. ABISEMI), audiências públicas e comissões temáticas, conduzindo demandas e reportando resultados. • Conduzir e apoiar projetos institucionais estratégicos. • Servir de interface entre as áreas internas (jurídico, fiscal, compras, logística, P&D), a Diretoria e a matriz internacional, traduzindo temas técnico-regulatórios entre os públicos.Requisitos e qualificaçõesFormação (desejável) • Graduação em Direito, Economia, Engenharia, Comércio Exterior, Relações Internacionais ou áreas correlatas. • Pós-graduação ou especialização em direito tributário, regulatório, comércio exterior ou política industrial é diferencial. Conhecimentos • Inglês avançado (obrigatório): leitura de normas técnicas e correspondências. • Regimes de incentivo à indústria: PADIS, SUFRAMA, PPB, Lei de Informática (desejável; o domínio prévio é diferencial, não pré-requisito). • Rito de ex-tarifário (BK/BIT) e classificação fiscal/NCM. • Processos de prestação de contas a órgãos públicos e financiadores (FINEP, BNDES, EMBRAPII ou similares). • Ferramentas de IA generativa como alavanca de produtividade analítica, com discernimento crítico para validar resultados contra a fonte primária (verificação da fonte é inegociável em contextos legais e de prestação de contas). • Excel, Power BI, PowerPoint e Word.Informações adicionaisHorário de trabalho:De segunda à quinta das 8hs às 17:45hs e sextas das 8hrs às 16:45hrs com 1h de intervalo todos os dias. Benefícios:Plano de saúde e odontológico;Vale alimentação e/ou vale refeição;Vale transporte;Seguro de Vida;PLR;Convênio farmácia;Desconto em escolas de idiomas e faculdades.
