The posting

This position is open for internal candidates only

JOB CONTEXT: HI's logistics function is evolving in a context of shrinking resources, regionalisation, stronger expectations for programme autonomy, and continued prioritisation of emergencies. The Logistics Strategy 2026-2028 positions logistics as a driver of performance, with stronger steering, more reliable data, better use of resources, simplified standards, and adapted digital tools.

Within this evolution, the Logistics Specialist team is expected to progressively reduce direct support as LS for a Portfolio, where regions become more autonomous, while maintaining HQ focal points able to provide a clear, fit-for-purpose and adaptable framework to programmes.

YOUR MISSION: Mission 1 – Facilities standards

1.1 Develop and steer the standards framework

· Contributes to the Facilities components of the Global Logistics Strategy and its action plan.

· Develops and updates Facilities standards in line with operational realities, emergency and accessibility needs, environmental goals, resource pooling and industry best practices.

· Acts as focal point for compliance and technical questions; monitors application of the standards and reports gaps.

· Identifies high risks in facility management and supports mitigation and resource-optimisation measures.

1.2 Functional project management for Facilities digital tools

· Business owner for Facilities digital tools: translates operational needs into functional requirements and coordinates with the IT Division and vendors across the tool lifecycle.

· Leads user acceptance testing before go-live, then oversees rollout, training and adoption.

1.3 Knowledge management

· Structures, publishes and communicates Facilities resources and standards.

· Designs and delivers training on standards, tools and key practices.

Mission 2 – Logistics steering

2.1 Contribute to the steering framework

· Contributes to the Steering components of the Global Logistics Strategy and to the design of steering mechanisms at global, regional and programme levels.

· Monitors alignment between global and regional strategies and other commitments (e.g. autonomy agreements).

· Defines logistics indicators, targets and benchmarks, and keeps them relevant as priorities evolve.

· Contributes to data collection standards and methodologies ensuring consistent, reliable logistics data.

2.2 Data and decision support

· Develops dynamic dashboards and distributes them to decision-makers with analysis and recommendations.

· Supports decision-makers in interpreting and using logistics data; flags trends, anomalies and underperformance.

· Contributes to harmonisation and quality control of data feeding the dashboards.

Mission 3 – Logistics specialist for a portfolio of programmes

3.1 Strengthen programme logistics capacities

· Contributes to the deployment of logistics standards, including LINK.

· Coaches logistics managers, helps programmes resolve problems and assesses whether required skills meet expectations.

· Runs regular training at head office and in programmes, leading a community of practice.

· Contributes to the dissemination of donor compliance rules (under DFI authority) and to the recruitment of logistics managers.

3.2 Strategy and steering

· Supports the Regional/Country Logistics Manager in mapping logistics risks and drawing up corrective and mitigation action plans; conducts logistical diagnostics and issues alerts when needed.

· Advises on the Logistics Strategy within the Operational Strategy, the related action plans and the relevance of their indicators.

· Analyses programme dashboards to identify deviations from objectives, supports corrective action and reports results to the Programme Director.

3.3 Compliance and optimisation

· Collects KPIs and provides analyses to programmes and geographical management.

· Analyses logistics risks (fraud, theft and misappropriation, corruption, non-compliance, favouritism, accidents) and alerts the Logistics Director with recommended corrective measures.

· Guarantees an adequate control mechanism for programme supply management; carries out regular and ad hoc logistics quality audits; screens suppliers.

· Monitors the department’s action plan and processes Navex alerts as business contact.

3.4 Standards and accountability

· Participates in producing and revising logistical frameworks; may lead the rollout and contextualisation of logistics projects within their scope, in coordination with the Regional/Country Logistics Manager and to agreed timelines.

· Advises the Regional/Country Logistics Manager on programme organisation charts and team composition in line with HI’s organisational standards, and on the application of logistics policy and standards.

· Supports the deployment of the Anti-Fraud and Corruption Policy, Anti-Terrorism Measures, the Environmental Agenda and the Protection against Abuse Framework.

3.5 Emergency preparedness and response

· Ensures implementation of the programme’s emergency preparedness actions through team training, and adapts working methods during an emergency to support an effective HI response.

Requirements

· Strong knowledge of Facilities management and related standards: Fleet, Travel, Building, Equipment, Safety and Archiving.

· Experience in functional project management and business ownership of digital tools, including requirements definition, user acceptance testing, rollout and change management.

· Advanced ability to define indicators and data standards, build dynamic dashboards, perform data-quality checks and translate analysis into practical recommendations.

· Proven capacity to coach logistics managers, facilitate communities of practice and deliver training to multicultural audiences.

· Strong risk, compliance and audit skills, including fraud, corruption, theft or misappropriation, non-compliance, favouritism and accident risks.

· Ability to work across HQ, regional and programme levels, influence decision-makers and adapt support during emergencies and contextual crises.

· Strong field experience in Logistics management at managment level (preferably at regional level)

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
