The posting

Description

HanmiGlobal Saudi is seeking an experienced Electrical Engineer with demonstrable telecommunications infrastructure experience to join its client-side Program Management and Construction Management (PMCM) team on a major government land development and infrastructure program in Riyadh. The position is assigned to one development package and provides integrated electrical and telecommunications engineering coverage throughout design review, construction supervision, testing, commissioning and handover.

The Lead Developer and its designers and contractors remain responsible for design, construction and contractual delivery. The PMCM Electrical Engineer reviews and monitors their work, coordinates technical interfaces, records compliance and provides recommendations to the Package Project Manager and Construction Manager, with technical support from the Core Team Senior Electrical Engineer and Senior Telecom Engineer.

Key Responsibilities

  • Review electrical and telecommunications design submissions at applicable master-planning, concept, detailed-design and issued-for-construction stages, including design criteria, load assessments, calculations, drawings, specifications, equipment schedules and interface documents.
  • Review electrical infrastructure including medium- and low-voltage distribution, substations and transformers where within package scope, feeder and cable networks, duct banks, chambers, earthing and bonding, protection, metering, distribution boards, street and public-realm lighting, and associated control systems.
  • Review telecommunications infrastructure including duct and conduit routes, manholes and handholes, fibre-optic and other communications cabling, access networks, equipment interfaces, testing requirements and provision for service-provider connections, as applicable to the approved scope.
  • Assess design coordination between electrical and telecom systems and roads, drainage, water, irrigation, landscaping, civil structures, existing utilities and public-realm works; identify clashes, constructability constraints and missing interfaces.
  • Review Lead Developer technical submittals, shop drawings, material and equipment submissions, method statements, inspection and test plans, RFIs, technical queries and proposed deviations; issue documented technical comments and recommendations through approved workflows.
  • Monitor installation and construction of electrical and telecom infrastructure; verify conformity with approved drawings, specifications, quality plans, applicable codes and authority requirements through site inspections and supervision of designated inspectors.
  • Coordinate the Electrical Inspector(s) assigned to the package and work with the Construction Manager and other inspectors to prioritize inspections, track deficiencies, verify corrective actions and maintain effective coverage of both disciplines.
  • Review and follow up work and material inspection requests, nonconformance reports, punch lists and inspection records, ensuring that unresolved issues are escalated through PMCM quality procedures.
  • Coordinate interfaces and required submissions, permits, no-objection certificates, connections, diversions and witnessing with relevant authorities and service providers, including SEC and telecommunications operators, through the Package Interface Specialist.
  • Review and witness, as applicable, electrical testing and commissioning (including insulation resistance, continuity, earthing, functional and protection testing) and telecom testing (including duct proving and fibre-optic testing), in accordance with approved procedures and authority requirements.
  • Monitor design and construction progress against approved schedules and look-ahead plans; identify critical long-lead equipment, utility connections, technical risks and constraints; contribute to mitigation and recovery recommendations.
  • Review as-built records, test results, authority clearances, operation and maintenance documentation, warranties, spare parts, training records and other close-out deliverables; recommend readiness for handover within the PMCM approval process.
  • Coordinate routinely with the Core Team Senior Electrical Engineer and Senior Telecom Engineer on complex technical issues, standards, design assurance, cross-package interfaces and matters requiring escalation; prepare technical inputs to package progress reports and meetings.

Requirements

  • Bachelor’s degree in Electrical Engineering from a recognized university; a telecommunications engineering specialization or relevant additional qualification is an advantage.
  • More than 12 years of relevant professional experience is required for recruitment screening.
  • Proven experience in BOTH electrical power infrastructure and telecommunications infrastructure design/design review AND construction supervision on major infrastructure or land development projects.
  • Demonstrated knowledge of electrical distribution networks, substations and transformers where applicable, underground cables, street lighting, earthing, protection, testing and commissioning.
  • Demonstrated knowledge of telecom ducts, chambers, fibre-optic networks, network interfaces, service-provider coordination and telecom installation/testing practices.
  • Experience in a PMC/PMCM, owner’s engineer or engineering supervision consultant role, including design submittal review, site inspections and multidisciplinary coordination.
  • Working knowledge of relevant Saudi regulations and utility/service-provider requirements, applicable IEC and other project-adopted standards, and construction quality and HSE procedures.
  • Ability to review engineering calculations, CAD drawings, technical specifications, inspection/test plans and handover documentation; familiarity with Aconex or similar document-control systems.
  • Registration with the Saudi Council of Engineers (SCE), as required for the appointment.
  • Strong written and spoken English, technical reporting, stakeholder coordination and issue-resolution skills; Arabic is an advantage.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
