Job Description

Responsible for leading and overseeing the development, implementation, and continuous improvement of the Project Quality Management System (PQMS) and project governance framework across all CAPEX projects, ensuring alignment with ISO 9001, Hill International protocols, and governance requirements. The role drives stage-gate compliance, P3M3 maturity improvement, quality assurance, technical compliance, audits, inspections, NCR and corrective action management, and project performance monitoring. It also leads the digitization of quality and governance processes through OpenText, establishes performance dashboards, manages stakeholder coordination, and provides strategic leadership to QA/QC teams, contractors, and consultants to ensure consistent quality standards, effective project delivery, and continuous improvement across the P&TA portfolio.

Responsibilities

  • Act as the PMC representative for all QA/QC matters, coordinating between the contractor, client, and supervision team during project execution.
  • Quality Management Strategy: Develop, manage, and continuously update project-specific Quality Management Strategies and Project Quality Plans (PQP) across all CAPEX projects.
  • PQMS Development & Implementation: Establish, implement, maintain, and continuously improve the P&TA Project Quality Management System (PQMS), ensuring alignment with ISO 9001, Client standards, and Hill International protocols.
  • Project Governance Management: Lead the implementation and management of Matarat's Project, Program & Portfolio (P3) governance framework across all projects.
  • Stage-Gate Governance: Develop, implement, and monitor stage-gate governance processes to ensure compliance with Matarat's strategic requirements and project approval controls.
  • P3M3 Maturity Improvement: Lead P3M3 implementation and improvement initiatives, sustain Level 3 maturity, and establish a roadmap towards Levels 4 and 5.
  • Governance & Process Improvement: Review and enhance existing PQMS and project governance processes to ensure alignment with Matarat's evolving P3 governance framework.
  • Performance Monitoring & Analytics: Develop project quality and governance dashboards, analyze project performance data, identify trends, monitor risks, and drive improvement initiatives.
  • Digital Transformation: Lead the digitization of PQMS and project governance processes through OpenText to streamline workflows, eliminate manual activities, and improve operational efficiency.
  • Stakeholder Coordination: Act as the primary PMC representative for quality matters across CAPEX projects, coordinating between Client, contractors, consultants, subcontractors, and supervision teams.
  • Quality Assurance & Technical Reviews: Review and approve PQPs, ITPs, method statements, material submittals, technical documents, and contractor QA/QC personnel qualifications to ensure compliance.
  • Quality Audits & Site Inspections: Plan and lead internal and external quality audits, technical compliance audits, site inspections, and surveillance activities to ensure adherence to contractual and project requirements.
  • Non-Conformance & CAPA Management: Manage NCRs, investigate recurring quality issues, monitor root cause analysis, and ensure timely and effective implementation of corrective and preventive actions.
  • Project Handover & Closeout: Coordinate quality documentation, asset inspections, commissioning requirements, and final handover certifications to ensure successful project completion.
  • Quality Reporting & Performance Management: Establish quality KPIs, monitor project compliance, and prepare regular quality performance reports and dashboards for project directors and senior management.
  • Team Leadership & Capability Development: Lead QA/QC personnel, manage quality inspectors, and deliver PQMS, governance, and quality awareness training to P&TA teams, contractors, and consultants to promote continuous improvement and knowledge transfer.
  • Participate in project close-out activities to verify quality documentation and compliance with approved plans.
  • Ensure adherence to Hill International’s Quality, Environmental, Safety, and Occupational Health policies and procedures.
  • Perform other duties as assigned by the Project Director or line manager.

Qualifications

  • Bachelor's degree in Civil, Mechanical, Electrical Engineering, or a relevant engineering discipline.
  • Minimum 15 years of overall professional experience, with at least 10 years in QA/QC management within construction or infrastructure projects.
  • Proven experience in airport development, expansion, or aviation infrastructure projects is highly preferred.
  • Previous experience working with Project Management Consultants (PMC), engineering consultants, or supervision consultants.
  • Strong knowledge of ISO 9001:2015 Quality Management Systems and quality assurance principles.
  • Extensive experience in developing and reviewing Project Quality Plans, Inspection and Test Plans (ITPs), method statements, and inspection procedures.
  • Sound knowledge of construction inspections, material testing, testing and commissioning, NCR management, and quality audits.
  • Proven ability to lead multidisciplinary QA/QC teams and coordinate effectively with clients, contractors, and project stakeholders.
  • Strong analytical, problem-solving, communication, reporting, and stakeholder management skills.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
