Responsibilities:

JOB SUMMARY

The PDC Preconstruction Manager / Estimator provides enterprise-level estimating, cost analysis, and preconstruction support for healthcare capital projects across the HonorHealth network. This role develops professional CSI-formatted estimates using internal historical data, maintains and improves the estimating database in Procore, and supports capital planning, budgeting, and procurement. The position works closely with Project Managers, field teams, and leadership to define scope, validate assumptions, develop schedules of values, and support bid solicitation and evaluation. Success in this role requires strong self-management, analytical discipline, and the ability to turn data into actionable decision support.

ESSENTIAL FUNCTIONS

  • Capital Estimating & Cost Modeling Prepare detailed, professional level CSI formatted cost estimates for healthcare capital projects at various stages of design, including conceptual, schematic, design development, and construction document phases. Utilize HonorHealth historical cost data and internal benchmarks to produce consistent, defendable estimates across the capital portfolio. Validate scope assumptions, quantities, and pricing for accuracy, constructability, and healthcare operational requirements. Provide estimate reconciliation and validation support during bid and negotiation phases.
  • Estimating Data Set Development & Procore Administration Develop, maintain, and continuously improve the enterprise estimating data set within Procore. Standardize cost assemblies, unit costs, and estimating structures to support repeatability and trend analysis. Ensure estimating data reflects market conditions, healthcare construction trends, and regional pricing. Support integration between estimating outputs and budget management processes.
  • Preconstruction Support & Procurement Facilitation Facilitate development of project schedules of values aligned with approved budgets and scopes. Support bid package development, including scope definition, alternates, and phasing considerations. Assist with bid solicitation, bidder questions, and bid evaluation for design and construction services. Partner with Project Managers to ensure preconstruction assumptions align with delivery strategies.
  • Scope Development & Field Coordination Liaise directly with Project Managers, field staff, and stakeholders to clarify scope, sequencing, and constraints. Conduct site visits as required to verify existing conditions, constraints, and constructability considerations. Translate field input into estimating assumptions and cost impacts.
  • Claims Support & Cost Intelligence Assist with evaluation of construction claims, change orders, and cost impacts by providing estimate based analysis. Support leadership with factual cost position development based on historical and project specific data.
  • Capital Forecasting & Multi Year Planning Maintain and update the multi year capital project cost projection workbook for the network. Support long range capital planning, prioritization, and scenario modeling. Provide data driven insights into cost trends, escalation, and risk exposure.
  • Industry Intelligence & Market Awareness Leverage industry contacts, publications, and market intelligence to inform estimating assumptions. Monitor material, labor, and market trends relevant to healthcare construction.
  • Performs other duties as assigned.

EDUCATION

  • Construction Management, Engineering, Architecture, Business, Legal Studies, or related field Required

EXPERIENCE

  • 7 years, of experience in construction estimating, preconstruction, or cost management Required
  • , Experience estimating healthcare or regulated facility projects Required
  • , Experience using Procore or similar platforms for estimating or cost management Required
  • , Experience supporting capital planning or multi year forecasting Preferred

LICENSE AND CERTIFICATIONS

  • , Certified Professional Estimator (CPE), CCM, PMP, or equivalent Preferred
