The posting

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies.

Position Summary

Own the analytical integrity of a federal shared services cost allocation and customer billing model, supporting calculation methods, annual updates, cost trends, and executive-level decision support. You will run the monthly cost and billing cycle that allocates ICE's Financial and Accounting Shared Services costs to DHS customer components, and you will make sure every number can be explained.

Primary Role: Steward cost model architecture, billing methodology, trend analysis, and provide strategic insights.

Responsibilities:

  • Maintain and analyze activity-based costing (ABC) methodologies, cost pools, allocation drivers, formulas, assumptions, and traceable billing calculations used in the Customer Billing Model (CBM)/ Cost Management Module (CMM).
  • Validate financial and workload inputs; investigate cost variances, outliers, allocation changes, and billing methodology issues with data owners.
  • Lead the financial analysis for monthly cost model outputs, quarterly Customer Price Volume Index (CPVI) updates, beginning-of-year Financial and Accounting Shared Services (FASS) reassessments, and annual customer pricing reviews.
  • Prepare clear financial analysis, variance explanations, trend assessments, and recommendations for Government review.
  • Provide functional expertise during CMM configuration reviews and change requests; document methodology, business rules, validation checks, and audit trails.
  • Coordinate with reporting, operations, and systems staff to reconcile source data and resolve issues before customer-facing deliverables are released.

Qualifications

  • Master's degree or PhD in data science, statistics, accounting, or applied mathematics.
  • At least six years of relevant experience in cost modeling, financial analysis, shared services, or related policy analytics.
  • Demonstrated expertise in activity-based costing, cost allocation frameworks, billing methodologies, and financial-model validation.
  • Demonstrated experience in activity-based cost (ABC) modeling and cost model development
  • Demonstrated experience in performing data analyses of Financial and Accounting Shared Services (FASS) costs, including data extraction, transformation, and reporting using advanced Excel functions, data visualization tools, and other relevant data analysis platforms.
  • Proficiency in Python or R (either is sufficient).
  • Experience with predictive or trend modeling, audit trail design, advanced Excel, and communicating complex findings.

Nice to Have:

  • Federal financial management systems and cost recovery/shared-services environments
  • Experience designing, recalibrating, or validating customer billing models.
  • Writing/technical writing experience crafting user guides and technical requirement materials, writing Standard Operating Procedures (SOPs), and documenting business processes and workflows.

Security & Eligibility Requirements

  • Must be able to pass a federal background check
  • U.S. Citizenship required (no visa sponsorship available)

Benefits

  • Referral Bonus
  • (401k) Matching
  • Holidays – Eleven
  • Technology Reimbursement
  • Short-Term & Long-Term Disability
  • Life Insurance (Basic, Voluntary & AD&D)
  • Paid Time Off (0-3 years - 15 Days PTO | 3+ years 20 Days)
  • 80% Employer Paid Health Care Plan (Medical, Dental & Vision)

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
