The posting

Integrated Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over three hundred projects. IBTCI serves government agencies, private sector companies and several donor agencies. IBTCI specializes in Third Party Monitoring across many sectors including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.

Job Title: Team Leader (Project Leader)

Department/Location: Monitoring, Evaluation and Learning Practice

Reports To: IBTCI Home Office Management

Type: Consultancy

Overview: IBTCI is seeking a Team Leader (Project Leader) for the World Bank Productive Safety Net Program 6 (PSNP 6) Third Party Monitoring (TPM) assignment in Ethiopia. PSNP is Ethiopia’s rural safety net, which provides predictable resource transfers to address the food insecurity of extremely poor households through three components: access to better jobs and livelihoods, resilience through investments in human capital, and an improved Adaptive Social Protection system. The TPM will give the World Bank and the Food Security Coordination Office (FSCO) regular, timely external feedback on implementation quality and verify the accuracy of administrative data reported in the program MIS. The assignment covers five annual monitoring rounds from 2027 to 2031, and the initial phase covers the first two rounds during the program’s first 24 months, beginning in early 2027. The Team Leader will provide overall technical leadership and management of a team collecting quantitative and qualitative data in rural Ethiopia. Level of effort will be determined upon award, and continuation each year is subject to availability of funds and satisfactory performance.

This position is contingent upon award.

Essential Duties/Tasks and Responsibilities:

The Team Leader will be responsible for the overall technical quality, management, and timely delivery of each TPM round, serving as the principal point of contact with the World Bank, FSCO, and other stakeholders. Working with the Quantitative Lead and the Qualitative Lead, the Team Leader will lead the following:

  • Overall management of each monitoring round, including work planning, team coordination, quality assurance, and adherence to the ToR, timelines, and World Bank requirements
  • Inception: securing ethical approvals and clearances, and overseeing development of the inception report (sampling framework, quantitative and qualitative data collection tools, methodology, implementation plan, timelines, and roles and responsibilities), tool translation, CAPI programming, and piloting of tools
  • Quantitative data collection: overseeing enumerator and supervisor recruitment, training, fieldwork, weekly progress updates, back-checks and data quality controls, and secure data management (SurveyCTO, encryption, protection of personally identifiable information)
  • Qualitative data collection: overseeing recruitment and training of qualitative field staff, interviews and focus group discussions with regional, woreda, and kebele implementers, transcription and translation, audit processes, and coding of qualitative data
  • Analysis and reporting: directing the integrated analysis of quantitative and qualitative data and the preparation of the consolidated report of findings, addressing agreed research questions, and presentations to the World Bank, FSCO, and development partners
  • Ensuring on-time submission of all deliverables (inception report, final instruments, cleaned datasets, back-check report, dashboard, transcripts and translations, code book, and final report)
  • Managing field security and duty-of-care measures, and ensuring compliance with ethical provisions and data protection and confidentiality requirements
  • Supervising the Quantitative Lead, the Qualitative Lead, and subcontractors, and building and managing a team across language, cultural, and disciplinary boundaries

Required Knowledge, Skills and Abilities:

  • Ability to effectively interact with clients, government counterparts, and stakeholders, and to facilitate communication between various levels of management
  • Strong knowledge of qualitative and quantitative research design, data collection, and analysis, including process evaluations and data quality assurance
  • Strong writing skills in English necessary to draft high quality reports that synthesize quantitative and qualitative findings
  • Exceptional organizational skills and the ability to work independently and meet deadlines
  • Excellent communication skills

Minimum Requirements:

  • At least ten (10) years of experience conducting, analyzing, and synthesizing qualitative and quantitative research involving the collection of original data
  • Experience running qualitative and quantitative studies in developing countries, including data collection design, implementation, and analysis
  • Previous experience working in Ethiopia
  • Demonstrated ability to build and manage a team and to manage research collaborations across language, cultural, and disciplinary barriers, with respect for different points of view
  • Experience managing complex activities and interfacing with various stakeholders and levels of management
  • Fluency in English required

Preferred Experience:

  • Fluency in Amharic
  • Previous experience with social protection project implementation
  • Experience designing process evaluations and producing reports that complement quantitative findings with qualitative data
  • Prior experience with World Bank-financed projects or in fragile contexts

Education: A PhD or master’s degree in a relevant field, such as economics or social sciences.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position has supervisory responsibilities for the Quantitative Lead, the Qualitative Lead, and a team of individuals and subcontractors.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: Travel to Ethiopia, including field locations, is required.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
