Position Summary The Finance Director provides strategic leadership, oversight, and management of all financial operations, accounting functions, budgeting, treasury activities, financial reporting, debt management, audits, and regulatory compliance. This position is responsible for ensuring the financial integrity of the organization while supporting long-term planning, operational excellence, and sound fiscal management. The ideal candidate will possess extensive municipal finance experience in Florida, including knowledge of Florida Statutes, local government budgeting requirements, public fund accounting, procurement regulations, capital planning, debt issuance, and independent special districts such as Community Development Districts (CDDs). Key Responsibilities Financial Leadership & Strategy
Develop and execute financial strategies aligned with organizational goals. Provide financial analysis and recommendations to executive leadership and governing boards. Lead long-range financial planning initiatives and multi-year forecasting. Advise leadership on fiscal impacts of strategic initiatives, growth opportunities, and capital projects. Establish and maintain effective internal controls and financial policies.
Budget Development & Administration
Direct the annual budgeting process, including operating, capital, and special project budgets. Monitor budget performance and provide monthly variance analyses. Develop financial forecasts and recommend corrective actions when necessary. Present budget recommendations to boards, elected officials, stakeholders, and executive leadership.
Accounting & Financial Reporting
Oversee all accounting functions including:
General ledger Accounts payable Accounts receivable Payroll Fixed assets Cash management Financial reporting
Ensure compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements. Prepare and review monthly, quarterly, and annual financial statements. Ensure timely and accurate financial reporting to governing boards and external agencies.
Municipal & Public Sector Compliance
Ensure compliance with Florida Statutes, public records requirements, Sunshine Law considerations, and applicable governmental regulations. Maintain compliance with state and federal reporting requirements. Coordinate financial reporting associated with grants, special assessments, bond issuances, and governmental funding sources. Oversee procurement and purchasing controls consistent with public-sector requirements.
Audit & Risk Management
Coordinate annual independent audits and financial reviews. Serve as primary liaison to external auditors. Implement recommendations from audit findings. Maintain effective risk management and financial control systems. Ensure adherence to policies, procedures, and regulatory requirements.
Treasury & Debt Management
Manage banking relationships, investments, and cash flow strategies. Oversee debt issuance, bond compliance, and continuing disclosure requirements. Monitor reserve funds and investment portfolios. Develop strategies to optimize liquidity and financial performance.
Team Leadership
Lead, mentor, and develop finance and accounting staff. Establish performance expectations and accountability measures. Promote a culture of professionalism, service excellence, and continuous improvement. Collaborate effectively with department directors, community managers, district managers, and operational teams.
Required Qualifications
Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or related field. Minimum 7-10 years of progressive financial management experience. Minimum 5 years of municipal finance experience. Strong knowledge of:
Governmental accounting Fund accounting GASB standards Municipal budgeting Financial reporting Capital improvement planning Public procurement
Experience preparing and presenting financial information to governing boards. Advanced proficiency in Microsoft Excel and financial management systems. Excellent analytical, communication, and leadership skills.
Preferred Qualifications
Certified Public Accountant (CPA). Master's degree in Finance, Accounting, Public Administration, or related field. Experience with Florida municipalities, counties, special districts, or Community Development Districts (CDDs). Experience managing bond financings, assessments, and public infrastructure funding. Experience in assignment of assessments to parcels or subdivided parcels of land.
