The posting

The Pesticide Safety Education Program (PSEP) Inspector supports the Intelligence Community’s mission by conducting pesticide safety inspections, evaluating compliance with applicable environmental, occupational health, and hazardous-material requirements, and promoting the safe handling, storage, application, transportation, and disposal of pesticides at designated facilities.

The incumbent assesses pesticide-related risks across secure workplaces, laboratories, grounds-maintenance operations, and other mission-support environments. The position integrates pesticide regulatory compliance, environmental protection, occupational safety, and risk management within sensitive government operations while safeguarding personnel, facilities, information, and mission continuity.

The PSEP Inspector coordinates with environmental, health and safety, facilities management, security, contracting, and operational personnel to identify deficiencies, recommend corrective actions, maintain inspection records, and support continuous improvement of pesticide safety practices.

KEY RESPONSIBILITIES:

Inspection and Compliance

  • Conduct routine, periodic, and risk-based inspections of pesticide storage areas, application equipment, chemical inventories, mixing and loading locations, and pesticide-use activities.
  • Evaluate compliance with applicable federal, state, and local pesticide laws and regulations, including the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), relevant Environmental Protection Agency (EPA) requirements, and applicable occupational safety standards.
  • Review pesticide labels, Safety Data Sheets (SDS), product registrations, restricted-use pesticide certifications, application records, and required documentation.
  • Verify that pesticide products are properly labeled, securely stored, segregated where necessary, and managed in accordance with approved procedures.
  • Identify unsafe practices, regulatory deficiencies, environmental hazards, and potential exposures affecting personnel, facilities, and surrounding environments.
  • Document inspection results and prepare reports detailing findings, compliance status, risk levels, and recommended corrective actions.

Pesticide Safety Program Management

  • Support the development, implementation, and periodic review of pesticide safety policies, standard operating procedures, inspection protocols, and training materials.
  • Assess the adequacy of pesticide management practices, including inventory control, spill prevention, emergency response, waste disposal, and contractor oversight.
  • Monitor corrective and preventive actions to verify that deficiencies are addressed within established timeframes.
  • Maintain accurate pesticide inventories, inspection logs, training records, application documentation, and compliance reports.
  • Recommend improvements to reduce pesticide exposure, prevent environmental contamination, and strengthen program effectiveness.

Intelligence Community Mission Support

  • Perform inspections in controlled-access facilities and other designated environments in accordance with applicable security procedures and facility-specific requirements.
  • Coordinate inspection activities to minimize disruption to intelligence operations and mission-critical functions.
  • Protect classified information, controlled unclassified information, sensitive facility details, and other protected information encountered during inspections.
  • Follow agency security, access-control, information-handling, and reporting requirements.
  • Identify pesticide-related hazards that could affect workforce readiness, facility availability, environmental resilience, or continuity of operations.
  • Provide objective, evidence-based assessments to management and authorized stakeholders without compromising sensitive operational information.

Risk Assessment and Incident Response

  • Conduct or support pesticide hazard assessments addressing chemical exposure, improper storage, incompatible materials, equipment condition, and potential environmental impacts.
  • Assist in investigating pesticide spills, accidental releases, suspected exposures, improper applications, and other safety incidents.
  • Recommend immediate containment, notification, remediation, and corrective measures in coordination with designated emergency response and environmental personnel.
  • Review incident documentation to identify root causes, recurring deficiencies, and opportunities for preventive action.
  • Support emergency preparedness activities involving pesticide-related hazards and hazardous-material response procedures.
  • Escalate significant safety, regulatory, or environmental concerns through established reporting channels.

Training and Technical Guidance

  • Provide pesticide safety briefings and technical guidance to authorized personnel, facility managers, grounds-maintenance teams, pest management contractors, and other relevant stakeholders.
  • Assess personnel training and certification requirements for pesticide handling, application, storage, and disposal.
  • Promote adherence to pesticide label instructions, required personal protective equipment (PPE), exposure controls, and established safe-work practices.
  • Develop or recommend refresher training based on inspection findings, incidents, regulatory changes, and emerging safety concerns.
  • Serve as a technical resource for pesticide safety questions and compliance-related issues.

Contractor and Stakeholder Oversight

  • Review contractor pesticide-use plans, licenses, certifications, application records, and required safety documentation, as applicable.
  • Monitor contracted pest management and grounds-maintenance activities for compliance with contractual requirements and approved safety procedures.
  • Coordinate with environmental compliance personnel, occupational health professionals, industrial hygienists, facility security personnel, procurement officials, and agency leadership.
  • Communicate inspection findings and corrective-action requirements to responsible personnel and track resolution.
  • Support internal audits, external regulatory inspections, program evaluations, and management reviews as authorized.

EDUCATION & EXPERIENCE:

  • Bachelor’s degree in Environmental Science, Entomology, Agronomy, Occupational Safety and Health, Chemistry, or a closely related field.
  • Three (3) years of progressively responsible professional experience in Pesticide safety, environmental compliance, Occupational Health & Safety, pest management, chemical safety, or a closely related regulator or inspection discipline.
  • Preferred active professional certification in Industrial Hygiene, Safety, or Environmental Sciences, such as: – Certified Industrial Hygienist (CIH) – Certified Safety Professional (CSP) – Qualified Environmental Professional (QEP)

PREFERRED QUALIFICATIONS:

  • Experience administering or supporting a Pesticide Safety Education Program, pesticide compliance program, integrated pest management program, or environmental health and safety program.
  • Experience conducting regulatory inspections, environmental audits, occupational safety assessments, or contractor compliance reviews.
  • Current pesticide applicator certification or license appropriate to the duties and jurisdiction, particularly for restricted-use pesticide activities when applicable.
  • Experience supporting federal agencies, military installations, laboratories, secure facilities, or other regulated government environments.
  • Familiarity with hazardous-material management, spill response, chemical inventory systems, and environmental incident reporting.
  • Experience preparing corrective-action plans, tracking compliance metrics, and briefing management on program risks.

KNOWLEDGE & SKILLS:

  • Demonstrated knowledge of pesticide safety principles, chemical hazard recognition, and safe pesticide handling practices.
  • Knowledge of applicable pesticide regulations, environmental compliance requirements, and occupational health and safety principles.
  • Ability to conduct inspections, recognize deficiencies, evaluate risks, and develop practical corrective-action recommendations.
  • Ability to prepare clear, accurate inspection reports, technical documentation, and compliance summaries.
  • Strong analytical, organizational, communication, and problem-solving skills.
  • Ability to work independently and collaboratively across multidisciplinary teams.
  • Ability to handle sensitive information in accordance with agency security policies and applicable information-protection requirements.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
