Government & Country Solutions

The Senior Investment Manager is part of Invest International’s Government & Country Solutions (GCS) business unit. GCS develops, coordinates, finances and manages Invest International’s engagement with governments and public-sector stakeholders in partner countries. The team connects country needs with Dutch expertise, businesses, knowledge institutions and financing solutions to support sustainable economic development and address global challenges.

A key responsibility within GCS is the execution of Invest International’s public infrastructure programmes DRIVE and Develop2Build. Through these programmes, Invest International supports the development, financing and implementation of public infrastructure projects in areas such as healthcare, agri-food, water, climate resilience and sustainable manufacturing. These investments help create the conditions for sustainable growth, innovation and broader sector development.

The current portfolio comprises approximately 100 projects, representing around EUR 870 million in committed grants and subsidies.

The position

As Senior Investment Manager, you will originate, develop and oversee complex public infrastructure projects that support sustainable sector and economic development. You will join the GCS regional team covering Southern Africa, Latin America and Europe and work closely with governments, companies, financiers, development partners and colleagues across Invest International.

You will be responsible for:

  • Originating and assessing new project opportunities in priority countries and sectors, evaluating technical feasibility, economic viability, financing options and implementation requirements.
  • Structuring and driving complex projects from early-stage development through investment decision, financial close and implementation, working closely with governments, companies, financiers and internal and external specialists.
  • Maintaining oversight of relevant country portfolios, identifying emerging opportunities and risks and building strong relationships with key public- and private-sector stakeholders.
  • Overseeing project implementation, including procurement processes and the monitoring of financial, operational and contingent-liability risks at country and regional level.
  • Providing practical guidance on complex financing, procurement, client-relations and reputational-risk matters arising during project development and implementation.
  • Coaching colleagues through active knowledge sharing and contributing to effective collaboration across GCS and the wider organisation.

You will work closely with colleagues across Capital, Risk, ESG and Finance and have direct contact with clients and other stakeholders throughout the project lifecycle.

The role includes international travel to identify and develop opportunities and monitor the implementation of ongoing projects on site.

We are looking for an experienced professional who combines infrastructure and project-development expertise with commercial judgement and the ability to navigate complex international environments.

You bring:

  • At least 10 years of relevant experience in infrastructure project development, advisory, project finance, procurement, investment management or programme management.
  • Experience gained within an advisory firm, infrastructure developer, financial institution, commercial company or comparable environment.
  • Exposure to areas such as economic viability assessments, project finance, procurement, PPPs, commercial project development or infrastructure transactions.
  • A strong understanding of how projects progress from concept to implementation, including the technical, commercial, financial and stakeholder dimensions.
  • Experience working in emerging markets and building relationships with governments, companies, financiers, development partners and knowledge institutions.
  • Experience in Southern Africa, Latin America and/or Eastern Europe is considered an advantage.
  • Experience in sectors such as healthcare/life sciences, agri-food or sustainable manufacturing is preferred.
  • An established professional network, or demonstrated ability to build senior relationships quickly, across relevant sectors and markets.
  • A commercial and entrepreneurial mindset, with the ability to identify opportunities, structure interventions and move projects forward in complex or non-bankable contexts.
  • An interest in innovation and the ability to recognise how new technologies, business models and partnerships can contribute to addressing infrastructure challenges.
  • Excellent communication skills in Dutch and English, both written and verbal. Ukrainian, Spanish or Portuguese language skills are considered a strong advantage.
  • A Master’s degree in business, economics, engineering, development studies or another relevant field.
  • A clear motivation to contribute to impactful international projects and a strong affinity with Invest International’s mission.

You also

  • Are adaptable, hands-on and solutions-oriented, and comfortable operating in a dynamic and evolving organisation.
  • Work collaboratively and contribute actively to a constructive and positive team environment.
  • Are sensitive to political, cultural and administrative contexts and able to navigate diverse stakeholder interests with sound judgement.
  • Demonstrate ownership and resilience, maintaining momentum in complex and demanding project environments.
  • Combine strong analytical and problem-solving capabilities with pragmatism and decisiveness.
  • Take responsibility for high-quality results and have a strong focus on execution.
  • Have, or are able to quickly develop, a broad understanding of Invest International’s instruments, products and country portfolios.

You are legally entitled to live and work in the Netherlands.

What we offer

  • Level 17, with a gross monthly salary ranging from €6,415 to €8,019, excluding holiday allowance and a 13th-month payment, based on a 40-hour workweek.
  • A 12-month contract with the possibility of extension.
  • A contribution-free pension plan.
  • A first-class public transport business card, work laptop and phone, and a contribution towards your home office.
  • Hybrid working, with a 60% office / 40% home-working split.
  • Access to an in-house gym for a reduced contribution.
  • An innovative and dynamic working environment.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
