Help Tackle Anti-Social Behaviour and Support Safer Communities Across Cambridge

We're recruiting experienced Anti-Social Behaviour Officers to join Cambridge City Council, supporting the investigation, management, and resolution of anti-social behaviour cases across the city.

This is an excellent opportunity for candidates with experience in anti-social behaviour, housing enforcement, tenancy management, community safety, neighbourhood services, or local authority housing.

You'll work closely with residents, tenants, landlords, police, housing teams, support agencies, legal services, and other partners to investigate complaints, manage complex cases, take appropriate enforcement action, and help create safer communities.

About the Role

As an Anti-Social Behaviour Officer, you'll manage a varied caseload of anti-social behaviour complaints and investigations, working with individuals and partner agencies to resolve problems effectively.

You'll gather evidence, assess risk, develop appropriate case strategies, support victims and witnesses, and use a range of preventative and enforcement interventions where necessary.

What you'll be doing:

  • Managing a caseload of anti-social behaviour cases from initial report through to resolution
  • Investigating complaints of anti-social behaviour, nuisance, harassment, intimidation, and related neighbourhood issues
  • Interviewing complainants, witnesses, alleged perpetrators, tenants, and residents
  • Gathering and assessing evidence to support case management and enforcement action
  • Completing risk assessments and identifying safeguarding concerns
  • Developing appropriate case action plans based on the circumstances and level of risk
  • Providing advice, support, and regular updates to victims and witnesses
  • Working with perpetrators to address behaviour and prevent further incidents where appropriate
  • Using early intervention and preventative measures before progressing to formal enforcement where suitable
  • Issuing warnings, acceptable behaviour agreements, and other interventions in accordance with Council procedures
  • Supporting the use of legal and enforcement measures where proportionate and necessary
  • Preparing evidence and documentation for court proceedings and other formal action
  • Working closely with legal services on complex or escalated cases
  • Attending court or legal proceedings and providing evidence where required
  • Working collaboratively with police, housing providers, social care, environmental health, and community safety partners
  • Participating in multi-agency meetings and case conferences
  • Supporting residents affected by persistent or serious anti-social behaviour
  • Managing cases involving vulnerable individuals or households with complex needs
  • Maintaining accurate and comprehensive case records
  • Responding to complaints and enquiries within required service timescales
  • Monitoring compliance with agreed interventions or enforcement measures
  • Supporting community safety initiatives and neighbourhood-based problem solving
  • Ensuring all work complies with relevant legislation, Council policies, and safeguarding procedures

Requirements

We're looking for confident, resilient, and experienced officers with strong investigative, communication, and case-management skills.

You'll ideally have:

  • Previous experience managing anti-social behaviour cases
  • Experience within housing, community safety, enforcement, neighbourhood services, or a related environment
  • Experience investigating complaints and gathering evidence
  • Strong knowledge of anti-social behaviour legislation and enforcement options
  • Experience managing complex or high-risk cases
  • Experience supporting victims and witnesses
  • Ability to undertake effective risk assessments
  • Understanding of safeguarding and vulnerability
  • Experience working with police, local authorities, housing providers, and other partner agencies
  • Knowledge of tenancy management and housing-related anti-social behaviour
  • Experience preparing witness statements, case files, or legal documentation
  • Experience supporting court or enforcement proceedings would be advantageous
  • Strong interviewing and investigative skills
  • Excellent verbal and written communication skills
  • Ability to manage difficult, challenging, or confrontational situations professionally
  • Strong negotiation and conflict-resolution skills
  • Ability to maintain accurate and detailed case records
  • Strong organisational and time-management skills
  • Ability to manage multiple cases and competing deadlines
  • Ability to work independently and make sound professional decisions
  • Previous local authority or social housing experience would be advantageous
  • Eligibility to work in the UK
  • Ability to provide three years of references/work history

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
