The posting

Contract to start ASAP until 01-11-26 with a possible extension.

Job Purpose

To provide strategic leadership and professional programme management across a portfolio of complex projects and programmes for Bradford Metropolitan District Council.

The postholder will be responsible for ensuring programmes are effectively planned, governed, delivered and monitored to achieve agreed outcomes, benefits, timescales and financial targets.

The role will work closely with senior leaders, elected members, service managers, partners and external stakeholders to support the successful delivery of strategic Council priorities and organisational transformation.

Responsibilities

Lead and manage complex, multi-disciplinary programmes from initiation through to successful completion.

Develop and maintain programme strategies, plans, business cases, milestones and delivery frameworks.

Establish effective programme governance, reporting and decision-making arrangements.

Manage programme budgets, resources, risks, dependencies and delivery schedules.

Monitor programme performance and provide accurate and timely reports to senior management and governance boards.

Ensure projects within the programme are aligned with Council priorities, corporate strategies and agreed outcomes.

Coordinate project managers, workstream leads, internal teams, consultants and external delivery partners.

Identify and manage programme-level risks, issues, dependencies and opportunities.

Ensure appropriate escalation of significant risks, financial pressures and delivery issues.

Monitor the achievement of programme benefits and ensure appropriate benefits-realisation plans are maintained.

Lead programme review meetings, steering groups and other governance forums as required.
