This is an excellent opportunity for an experienced surveyor with a strong background in commercial property management, landlord and tenant matters, lease negotiations, rent reviews, valuations, acquisitions, disposals, and asset management.

You'll work closely with internal Council teams, tenants, external agents, legal advisers, contractors, and other stakeholders to ensure the Council's commercial property portfolio is managed efficiently, compliantly, and in a way that supports strong financial and operational performance.

About the Role

As a Property Manager Commercial – Senior Surveyor, you'll take responsibility for a range of complex commercial property matters and provide professional surveying advice across the Council's estate.

You'll manage landlord and tenant relationships, lease events, property transactions, asset performance, and strategic property matters, ensuring decisions are commercially sound and aligned with the Council's wider objectives.

What you'll be doing:

  • Managing a portfolio of commercial properties on behalf of Cheshire West and Chester Council
  • Providing senior professional surveying advice on complex property and estate management matters
  • Managing landlord and tenant issues, including lease renewals, rent reviews, licences, assignments, and variations
  • Negotiating commercial lease terms to achieve appropriate outcomes for the Council
  • Managing rent reviews and lease events in line with market conditions and professional standards
  • Supporting commercial lettings, acquisitions, disposals, and property transactions
  • Monitoring rental income, arrears, and tenancy compliance
  • Reviewing property performance and identifying opportunities to improve income, value, or operational efficiency
  • Carrying out property inspections and identifying estate management, compliance, or maintenance issues
  • Providing advice on asset management, estate rationalisation, and property strategy
  • Working closely with legal teams on leases, agreements, notices, and other property documentation
  • Liaising with tenants, agents, consultants, contractors, and other external stakeholders
  • Supporting valuation work and providing market-based property advice where required
  • Preparing reports, recommendations, and business cases relating to commercial property matters
  • Managing complex or disputed property cases and helping resolve issues effectively
  • Ensuring property records and lease information are accurate and up to date
  • Supporting compliance with relevant property legislation and Council policies
  • Monitoring property budgets, income, and expenditure
  • Providing professional input into strategic property projects
  • Supporting procurement and appointment of external property advisers where necessary
  • Managing competing priorities and deadlines across a varied commercial property workload
  • Providing guidance to colleagues on property management and surveying matters

Requirements

We're looking for a commercially focused and highly experienced Senior Surveyor with strong technical property knowledge and the confidence to manage complex property matters independently.

You'll ideally have:

  • Significant experience in commercial property management or estate surveying
  • Experience managing a commercial property portfolio
  • Strong knowledge of landlord and tenant legislation
  • Experience handling rent reviews, lease renewals, licences, assignments, and lease negotiations
  • Experience with commercial property acquisitions and disposals
  • Strong understanding of property valuation and market analysis

  • Ability to interpret leases, property agreements, and legal documentation
  • Strong negotiation and commercial decision-making skills

  • Strong analytical and problem-solving skills
  • Ability to manage a varied workload and competing deadlines
  • Experience within local government or the wider public sector would be advantageous
  • Relevant degree or professional qualification in Estate Management, Property, Surveying, or a related discipline

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
